REGULAR MEETING
I. CALL TO ORDER
Chairman Howard Beach, Jr. called the Regular Meeting of the Conservation Commission/Inland Wetlands and Watercourses Agency to order at 7:35 P. M. in the Main Meeting Room at Simsbury Town Hall. The following members were present: William Nowak, Chris Ursini, and Jennifer Simone. Also present were Laurie Whitten, Conservation Officer, Lisa Arakelian, Commission Secretary, and other interested parties.
II. APPOINTMENT OF ALTERNATES
Chairman Beach appointed Chris Ursini to serve for Thomas Sharpless, and Jennifer Simone to serve for Richard Miller
III. PRESENTATION, DISCUSSION, AND POSSIBLE VOTE
A. Application of Dennis and Eileen Moriarty, Owners, for an Inland Wetlands Permit to construct a shed within the 75-foot regulated buffer area on property located at 215 Stratton Brook Road.
Dennis Moriarty explained that he would like to construct a 10' x 20' shed on a grassy area next to his garage. He further stated that a total of six holes will be dug by hand for a foundation utilizing eight-inch sonatubes. Most of his property lies within designated wetlands, predating most of the current wetlands regulations. Mr. Moriarty stated that he is proposing to distribute excess soil on the property.
A motion was made by Commissioner Nowak that this is a regulated activity by reason of excavation taking place in a regulated area. Seconded by Commissioner Ursini, and unanimously carried.
A motion was made by Commissioner Nowak that this is a significant, but temporary, activity, as the holes dug will be quickly filled, and soil will not be stockpiled on the property. Seconded by Commissioner Ursini, and unanimously carried.
A motion was made by Commissioner Nowak to not hold a public hearing, as there does not appear to be any interest on the part of the neighbors. Seconded by Commissioner Ursini, and unanimously carried.
A motion was made by Commissioner Nowak to grant the permit, as the proposed activity is of a minor nature involving only temporary disturbance and it does not appear as though it will have any long-term negative impact on the wetlands. Seconded by Commissioner Ursini, and unanimously carried.

A motion was made by Commissioner Nowak to amend the agenda to proceed to the Receipt of New Applications. Seconded by Commissioner Ursini, and unanimously carried.
IV. RECEIPT OF NEW APPLICATIONS

V. CORRESPONDENCE/ANNOUNCEMENTS
A. Laurie Whitten distributed information regarding Raised Bill No. 445, “An Act Concerning Jurisdiction of Municipal Inland Wetlands Commissions”.
B. Laurie Whitten encouraged the new commission “alternates” to attend the “2004 Municipal Inland Wetland Commissioners Training Program”.
VI. APPROVAL OF MINUTES
A. February 3, 2004
A motion was made by Commissioner Nowak to approve the minutes of the February 3, 2004 meeting, as presented. The motion was seconded by Commissioner Ursini, and unanimously carried.
VII. EXECUTIVE SESSION
A motion was made by Commissioner Nowak to enter Executive Session at 7:55 P. M. The motion was seconded by Commissioner Ursini, and unanimously carried.
A motion was made by Commissioner Nowak to come out of Executive Session at 9:35 P. M. The motion was seconded by Commissioner Ursini, and unanimously carried.
V. ADJOURNMENT
A motion was made by Commissioner Nowak to adjourn the meeting at 9:35 P. M.
