SIMSBURY PUBLIC LIBRARY BOARD OF DIRECTORS MEETING
Minutes of November 20, 2002 meeting

PRESENT:  Gail Ryan, Bert Kaplan, Carol Bingham, Babs Gardner, and Susan Bullock, Director.
The meeting was called to order at 7:30 P.M. by Gail Ryan, Chair.  Bert Kaplan moved that the minutes of the October 21, 2002 meeting be accepted.  Second: Carol Bingham. So moved.  Mr. Kaplan moved to add agenda item 8A, Preparation for SCTV Interview. So moved. There was no public audience.

COMMUNICATIONS:  There were two items of correspondence.  One regarding the Excellence in Public Library Service award.  It was the consensus of the Board that we submit information about our Business Resource Center in the special services category.  The second piece of correspondence was a request from Brandon Robertson, Asst. to the First Selectman, for information for the fiscal year 2001-2002 Annual Report.

COMMITTEE REPORTS: Friends and Personnel Committees had nothing to report.

DIRECTOR'S REPORT: Mrs. Bullock reported the increased statistics for the year 2001-2002, from the Connecticut Library Survey she had just completed. Volunteers, circulation, and programming all increased significantly.  Mrs. Gardner remarked that this would be a helpful resource for the upcoming SCTV interview.  Mrs. Bullock pointed out the financial detail.  Our total income for the year was $1,153,735.  This is 90% Town funding and 10% other (Friends, gifts, state and federal.)  She also pointed out that total expenditures were $1,230,302 for the year.  Of this, $1,046,00 was appropriated by the Town of Simsbury in 2001-2002, $165,555 was capital expenses, appropriated in previous years, and the rest came from gifts and the Friends fundraisers.  The Library turned back $59,992 to the Town General Fund, mostly from the collection of fines and fees.

Mrs. Bullock commented on new staff additions.  Only two "Page" positions are open.  We are almost fully staffed.  She reported that she had met with Karen Ribnicky about additional stacks.  Mrs. Ryan and Mrs. Gardner agreed that these were needed for safety's sake.  Power Outage Day went well at the Library, with every seat filled. Mrs. Bullock also reported on gifts received this year.  The Patriot Act was explained to Board members.  A discussion ensued regarding privacy and how long you must keep information.  Mrs. Bullock and Mrs. Gardner are going to a workshop on Wednesday, December 11th on the Patriot Act at UConn Health Center.

QUESTIONS FOR SCTV: Mrs. Bingham's discussion outline was reviewed and discussed at length. The Board asked Mrs. Bullock to make sure the elementary school liaison from the library emphasizes the library's resource for reference so that students use the library as well as the internet for research.

By-laws and Policy Review were tabled.

Mr. Kaplan moved for adjournment at 8:55 P.M.  Second:  Mrs. Bingham.  So moved.
