CULTURE, PARKS AND RECREATION COMMISSION
REGULAR MEETING
APRIL 27, 2000
Present: Peter Calnen, Chairman, Maureen Celli, John Pendergast, Charles
Nicol and Joseph Grace. Harry Ryan arrived at 7:17 p.m. Also present were
Gerard Toner, Director of Culture, Parks and Recreation, and Tom Vincent, BOS
Liaison.
Minutes
Mr. Grace moved to accept the minutes of the March 30, 2000 meeting. The
motion was seconded by Mr. Ryan and carried unanimously.
Correspondence
None.
Simsbury Farms Master Plan
Mr. Toner stated that he will send complete copies to commission members.
He noted that the ice rink project came from this plan and hopefully, with
approval of the golf clubhouse, they can keep the process moving forward. Mr.
Toner reviewed the floor plan for the clubhouse and stated that they plan to
hire an architect next month. He stated that WMC is doing a feasibility study
on the septic system and they will recommend a site and how to address the
septic situation. He noted that $200,000 has been budgeted for the septic
system project.
1999/2000 Special Revenue Fund Report
Mr. Toner distributed his memo to the Board of Selectmen and Board of
Finance requesting an amendment to the funds within the 1999/2000 Simsbury Farms
Special Revenue Fund (Addendum 1). He noted that the expenses were greater than
what was approved and revenues from the fund will cover these expenses. He
explained that the $57,000 overage in revenues is due to the fact that no debt
service payment is due on the rink until next year. Mr. Toner reviewed the line
items in the memo.
Mr. Grace moved to recommend, to the Board of Selectmen and the Board of
Finance, that the Simsbury Farms Special Revenue Fund be amended and the budget
be appropriated as noted in Mr. Toner's April 26, 2000 memo. The motion was
seconded by Mr. Ryan and carried unanimously.
Mr. Toner distributed the Spring 2000 Recreation Program Activities listing
and an ice rink summary. He stated that the Special Revenue Fund has made it
easier to add recreation programs. Mr. Toner noted that the ice rink figures
are based on 15 weeks of usage and next year they will have 22 weeks of usage.
He stated that the ice rink needs to have revenues of $207,000-$210,000 next
season to cover expenses. He noted that they are working to fill in the time
gaps with rentals of the rink.
Golf Course Clubhouse - Special Town Meeting
Mr. Toner stated that May 2nd is the Special Town Meeting at which time
residents will vote on funding for the golf clubhouse, athletic fields, and park
improvements. He stated that they hope to build 2-3 multi-purpose athletic
fields next year.
Other Business
Ms. Celli questioned the status of the skateboard facility. Mr. Toner
stated that the Friends of Simsbury Skaters are in the process of fundraising.
Mr. Ryan questioned the status of replacing the basketball hoop near Iron
Horse Boulevard. Mr. Toner stated that letters were sent to the Chamber of
Commerce and the Arts Council requesting that they each pay half of the cost to
replace the basketball hoop. He stated that they will try to fix the hoop or
order a replacement.
Chairman Calnen noted that the Fish & Game Club are all set at Stoddard
Reservoir and they will be stocking the pond.
Ms. Celli noted that Junior High School students are raising funds to paint
the old playground equipment at Simsbury Farms. Mr. Toner stated that the paint
has been purchased and a garden will be planted. He suggested that the
commission recognize this group when the project is completed.
