The subcommittee began the discussion of the PAD process to date. Copies of the revised PAD with comments to date were circulated. Scott Barnett, chair of the subcommittee began the discussion with a description of his understanding of the subcommittee’s charge. Discussion by the subcommittee members ensued regarding the scope and specific direction of the subcommittee’s work.

Julie Meyer then related her discussion with Mark Pelligrini, Town Planner from Manchester regarding Manchester’s mixed use regulation. Attorney DeCrescenzo related his discussion with Ken Leslie, Town Planner from Glastonbury regarding his experience with the Glastonbury PAD. Emil Dahlquist stated that he would revamp the entire PAD regulation to make it into a form based code type of regulation. He feels that a form based regulation was far preferable to the draft PAD. A lengthy discussion ensued regarding both points of view. Bruce Elliott stated that comments he had made previously were not included in the revised draft. Mr. Barnett stated that while everyone’s comments would be considered, not all comments would make their way into the draft revisions. He also recommended that a revised PAD regulation be ready to go back to the Zoning Commission in 45-60 days.

Discussion then continued regarding the charge of the subcommittee. The question of whether the subcommittee was charged with reviewing and making recommendations on the PAD or whether it was to redraft the entire regulation as a form based type regulation was discussed. Emil Dahlquist suggested the subcommittee use the proposed State Model form based code. Mr. Rieger then discussed the difference, in his view of a process versus a product regulation.

Mr. Barnett then made a motion to call for a vote on this matter. Mr. Rieger seconded the motion. The members voted 5-3 to continue the drafting of the PAD in its present form with the understanding that Section 4 needed substantial beefing up with regard to standards. Subcommittee members voting in favor of continuing drafting of the PAD mixed use regulation with additions and revisions as needed were: Barnett, Demming, Rieger, McCann and Houlihan. Those members voting in opposition to the motion of continuing this work on the PAD and instead favoring creating a form based regulation at this time included: Dahlquist, Meyer and Elliott.

The subcommittee then briefly discussed inviting Planner Pelligrino and Planner Leslie to the next meeting on 5/28/09. Julie Meyer then asked if Attorney Bob Sitkowski would come and make a presentation to the subcommittee as well. Hiram Peck said he would talk with Atty. Sitkowski to discuss the matter.

The minutes of the 5/14/09 meeting were approved. Emil Dahlquist abstained from voting on the minutes.

The subcommittee agreed to meet on May 28 at 6 pm in the Main Meeting Room of Town Hall. The meeting was adjourned at 7:48 pm.
