BOARD OF SELECTMEN
REGULAR MEETING MINUTES
NOVEMBER 14, 2007
The Regular Meeting of the Board of Selectmen was held in the Main Meeting Room of the Simsbury Town Offices. Present were: First Selectman Thomas Vincent; Board members Moira Wertheimer, John Romano, Joel Mandell, John Hampton and David Ryan. Others in attendance included John Loomis, Robert Kalechman, Joan Coe and other interested parties.
CALL TO ORDER
Mr. Vincent called the meeting to order at 7:00 p.m.
PRESENTATION
Mary Turner presented the Prudential Insurance Company with the Recycling Award.
REVIEW, DISCUSS, AND POSSIBLY APPROVE MINUTES FROM THE REGULAR MEETING OF OCTOBER 22, 2007
Mr. Romano made motion to approve the Regular Meeting Minutes of the October 22, 2007 meeting. Mr. Ryan seconded the motion. Mr. Mandell made one correction on page 4. All were in favor with the correction and the motion passed.
REVIEW, DISCUSS AND POSSIBLY APPROVE TAX REFUNDS AS REQUESTED BY THE TAX COLLECTOR
Mr. Mandell made motion to approve the tax refunds in the amount of $5,315.02 for the period covering October 17, 2007 - November 9, 2007. Mr. Ryan seconded the motion. All were in favor and the motion passed.
REVIEW, DISCUSS AND POSSIBLY AUTHORIZE THE FIRST SELECTMAN TO EXECUTE AN AGREEMENT WITH THE UCONN HEALTH CENTER FOR BACKUP PARAMEDIC SERVICES
Mr. Mandell made the following motion; "RESOLVED, that Thomas E. Vincent is hereby authorized to make, execute and approve on behalf of this Town, any and all contracts and to execute and approve on behalf of the Town, other instruments, a part of or incident to such contracts; effective until otherwise ordered by the Board of Selectmen." Mr. Hampton seconded the motion. All were in favor and the motion passed.
RECOGNITION CEREMONY FOR OUTGOING MEMBERS OF THE BOARD OF SELECTMEN
Mr. Vincent thanked the Board members for all of their time. He feels they have accomplished a lot over the years and has enjoyed all of their years together. He feels they have made Simsbury a better place to live. He said it has been a great honor to serve everyone.
Mr. Vincent presented Ms. Wertheimer with flowers as a thank you for her part on the Board. She will be remaining on the Board.
Mr. Vincent presented Mr. Hampton with a plant as a thank you for his part on the Board. He will also be remaining on the Board.
Mr. Vincent presented Mr. Ryan and Mr. Romano with a picture of a chair they will both receive. He thanked them for all of their hard work throughout the years.
Mr. Vincent presented Mr. Mandell with a picture of a bench that will be placed on the 13th tee at the Golf Course and thanked him for all of his hard work throughout his fourteen years.
Mr. Vincent called for a five minute break for everyone to enjoy some refreshments.
Mr. Mandell called the meeting back to order at 7:15 p.m.
Mr. Ryan thanked the citizens for the opportunity to serve two years. He said he has enjoyed it. He also thanked the other Board of Selectmen.
Mr. Romano thanked everyone . He said it has been an honor for him to serve for ten years. He said it was his pleasure to serve with the other members of the Board and has a lot of respect for them. He has no regrets, only that he won't be able to serve the people further.
Mr. Romano noted that the people of Simsbury now have a third choice when voting, thanks to the Simsbury Citizens First Party.
Mr. Mandell thanked the wonderful people he has worked with for the past 14 years. He also thanked the Town staff saying they are truly dedicated to the Town.
Mr. Mandell also thanked the citizens of Simsbury for the privilege of serving them. He is happy that he will still be seeing them when he is the Town Moderator.
Mr. Mandell then thanked his wife of 43 years and said he couldn't have done it without her. He said the bench is very meaningful to him and thanked everyone.
PUBLIC AUDIENCE
Robert Kalechman, 971 Hopmeadow Street, wished the retiring First Selectman and Board members the best in their new endeavors. He is sure they will all be successful.
Mr. Kalechman congratulated Attorney General Blumenthal on the new office of Veterans Advocates. There will be 10-15 lawyers available to assist veterans in their endeavors. The phone number for assistance is 860-808-5318.
Joan Coe, 26 Whitcomb Drive, noted that the agenda had been changed to include Public Audience after she complained that there was no agenda item for Public Audience.
Mr. Coe congratulated the citizens on the Simsbury Citizens First Party campaign. She congratulated all of the candidates.
Ms. Coe said Ms. Glassman has a big job ahead of her. Her first task should be to set up a Charter Revision Commission.
Ms. Coe asked that the new Selectman obtain reconciliation statements on Simsbury Farms and the events held in Simsbury.

Ed LaMontagne, 4 George Street, thanked the Board for all of their guidance and assistance with the Seniors and Disabled. He said Mr. Vincent was always willing to take the time to discuss all issues.
Mr. Gordon, Bob White Way, said the voting turnout was great. He thanked the Board for their service to the Town. Mr. Gordon said Mr. Vincent was always cordial and accommodating. He wished them all well.
ADJOURNMENT
Mr. Ryan made motion to adjourn at 7:30 p.m. Ms. Wertheimer seconded the motion. All were in favor and the motion passed.
