SPECIAL MEETING MINUTES
DECEMBER 3, 2007

The Special Meeting of the Board of Selectmen was held in the North Conference Room of Eno Memorial Hall.  Present were: First Selectman Mary Glassman; Board members Thomas Vincent, Moira Wertheimer, Robert Hensley, Michael Long, and John Hampton.  Others in attendance included Brandon Robertson and other interested parties.

CALL TO ORDER

Ms. Glassman called the meeting to order at 7:30 p.m.

PUBLIC AUDIENCE

Mr. Rechen, 20 Oxyoke Drive, Chairman of the Republican Nominating Committee and with authorization from the Chair of the Republican Town Committee congratulated each of the Selectmen on their election to the Board.  He also congratulated Ms. Glassman on her election to the Selectman position.

Mr. Reckon said the Town is entering a new era.  This new Board has an opportunity to achieve compromise and balance for the Town of Simsbury. He feels there is no limit to the good  this Board can do for the Town of Simsbury.  

Mr. Reckon reached out to the First Selectman to elect a Deputy Selectman.  He feels appointments and re-appointments to temporary Boards and Commissions is required since the terms of those who presently hold positions expire today.  The permanent Boards and Commission positions expire on January 1, 2008.  He told Ms. Glassman that there are many Republicans that would like an opportunity to serve on these Boards and Commissions.  He has given Ms. Glassman nominations for these positions.  

Mr. Reckon said that Ms. Glassman said she would not be prepared to address the Boards and Commissions at this meeting.  However, she will address the Deputy First Selectman.  Mr. Reckon said his Committee is willing to work with the First Selectman.  

Ms. Glassman said it is the right of the Board to vote on a Deputy Selectman.  She will need more time to discuss the Boards and Commissions with the Board before making appointments.

REVIEW, DISCUSS AND POSSIBLY SELECT A DEPUTY FIRST SELECTMAN - RECOMMENDATION OF JOHN HAMPTON

Ms. Wertheimer made motion to appoint John Hampton as Deputy First Selectman.  Mr. Vincent seconded the motion.  After some discussion, all were in favor and the motion passed.

Mr. Hampton thanked the Board for electing him as Deputy First Selectman and said he would work hard in the best interest of the Town.

REVIEW, DISCUSS AND POSSIBLY ADOPT A RESOLUTION REGARDING TIME AND LOCATION OF REGULAR MEETINGS FOR 2008 AND PROVIDE A METHOD FOR CALLING OF SPECIAL TOWN MEETINGS

Ms. Glassman said the Regular Board meetings will still be held on the 2nd and 4th Monday of each month at 7:00p.m.   Mr. Hampton made motion to approve the Regular Board meeting schedule as attached.  Ms. Wertheimer seconded the motion.  After some discussion, all were in favor and the motion passed.

REVIEW, DISCUSS AND POSSIBLY ADOPT BOARD OF SELECTMEN RULES OF PROCEDURE

Ms. Glassman said there were just a few additions in the Rules of Procedures.  These changes have been highlighted in the resolution in number one and number nine.  

Mr. Long made motion to approve the "Rules of Procedure" resolution.  Mr. Hampton seconded the motion.  After some discussion,  Mr. Long withdrew his motion.  Ms. Wertheimer made motion to approve the "Rules of Procedure" resolution with the last line in item 5 reading: "From time to time, the Board of Selectmen may schedule special meetings or regular meetings devoted to a particular topic or topics."  All were in favor of the amended motion and the motion passed.

REVIEW FIRST SELECTMAN'S APPOINTMENTS TO THE SUB-COMMITTEES OF THE BOARD OF SELECTMEN

Mr. Hensley said he would like to be on the Public Safety Sub-Committee if at all possible.  Ms. Glassman said she may be restricted to two Board members per Sub-Committee, but she will let him know.  

REVIEW, DISCUSS AND POSSIBLY APPROVE PROPOSED BOARD OF SELECTMEN LIAISON ASSIGNMENTS

Ms. Wertheimer asked if she could switch appointments.  She would like to be on the Zoning Commission.  Mr. Vincent will switch from that Commission to Water Pollution Control Authority.  

Mr. Hampton made motion to approve the Liaison appointments with the above change.  Ms.
Wertheimer seconded the motion.  All were in favor and the motion passed.

REVIEW, DISCUSS AND POSSIBLE APPROVE REAPPOINTMENT OF TEMPORARY BOARDS AND COMMISSIONS

Ms. Glassman said she would appreciate more time to talk to the Chairman of the Boards and Commissions before reappointing them.  She said there will be a workshop to discuss this issue on December 10, 2007.  Ms. Glassman is recommending that these Boards and Commissions be appointed on a temporary basis for a period not to exceed 60 days.  

After some discussion, Mr. Hampton made motion that the Boards and Commissions be allowed on a temporary basis for a period not to exceed 60 days.  Mr. Long seconded the motion. All were in favor and the motion passed.

REVIEW, DISCUSS AND POSSIBLY APPROVE RECOMMENDATION TO SCHEDULE A SPECIAL MEETING OF THE BOARD OF SELECTMEN FOR 6:00P.M. ON DECEMBER 10, 2007.  THIS MEETING WILL INCLUDE REGULAR BUSINESS AND AN ORIENTATION/WORKSHOP

Ms. Glassman said Lyle Ray has volunteered his time to come to the meeting on December 10, 2007.  This will be an orientation and workshop.  She is asking Department Heads for presentations at this meeting as well.  There will be Public Audience and regular business first.

Ms. Wertheimer made motion to approve the Special Meeting of the Board of Selectmen on December 10, 2007 at 6 p.m.  Mr. Long seconded the motion.  All were in favor and the motion passed.

ANNOUNCEMENTS

Ms. Glassman said she will host an open house at the Town Offices on December 10, 2007 from 10:00 a.m. to Noon and 4:00pm to 6:00pm.  She asked everyone to bring a non-perishable food item for the needy.

ADJOURNMENT

Mr. Hampton made motion to adjourn at 8:10 p.m.  Ms. Wertheimer seconded the motion.  All were in favor and the motion passed.
