REGULAR MEETING
APRIL 12, 2007
I. CALL TO ORDER
Chairman Frank Borawski called the regular meeting of the Water Pollution Control Authority to order at 7:30 P. M. in the Main Meeting Room at Simsbury Town Hall, 433 Hopmeadow Street. The following members were present: Warren Coe, Gary Faraci, and Phil Richardson. Also present were: James Clifton, Superintendent WPC, and other interested parties. Phil Burton, Paul Gilmore, and Ed Kelly were absent.
II. PUBLIC HEARING
A. ASSESSMENT OF HAYES LANDING FOR INSTALLATION OF PUMPING STATION
Chairman Borawski read the Legal Notice, as follows:

LEGAL NOTICE
A Public Hearing of the proposed assessment of $21,254.09 for installation of a pumping station at Hayes Landing, 22 Main Street Ext., Tariffville, Connecticut, will be held at the Simsbury Town Offices, 933 Hopmeadow Street, Simsbury, Connecticut, on Thursday, April 12, 2007, at 7:30 P. M. in the main meeting room. This will be the one and only hearing of the Authority on this assessment. Any affected property owner may appear and be heard.

Richard Sawitzke noted that the final cost was less than the initial estimate of $24,000 to $25,000.
A motion was made by Mr. Richardson to close the public hearing. The motion was seconded by Mr. Faraci. Motion passed.
A motion was made by Mr. Richardson to accept the proposed assessment of $21,254.09 for installation of a pumping station at Hayes Landing, as noted in the Legal Notice. The motion was seconded by Mr. Faraci. Motion passed.
III. WATER POLLUTION CONTROL FACILITY UPGRADE - EARTH TECH, INC.
Dennis Setzko presented his April 2007 Status Report, including project milestones, progress, important dates and issues.
IV. APPROVAL OF BILLS
A motion was made by Mr. Richardson to approve for payment bills in the amount of $27,800.00 (Invoice #405079) and $16,500.00 (Invoice #407458) for Construction Phase Basic Services, and $29,121.79 (Invoice #403631), $25,157.89 (Invoice #405196), and $36,229.76 (Invoice #407872) for Construction Phase Services and Resident Services from Earth Tech, Inc.; and $95,637.17 (App. #CO7), $134,376.60 (App. #28), $76,334.09 (App. #CO8), and $64,660.91 (App. #29) from C. H. Nickerson & Co., Inc. The motion was seconded by Mr. Coe. Motion passed.
V. ALLOCATION STUDY UPDATES
A. 132 Firetown Rd., Joni's Child Care
The Authority reviewed a letter from James Clifton which indicated that the proposed development is within the flow allocated to the property.
VI. CORRESPONDENCE AND POSSIBLE ACTION
A. 67 Laurel Lane
The Authority reviewed letters from Town Attorney Robert DeCrescenzo requesting that the Simsbury Hearing Officer assess fines and penalties against the property owner, and informing the property owner as such.
B. Possible release of bonds for Billingsgate
Richard Sawitzke reported that the Billingsgate construction is complete and has passed necessary air and camera tests.
A motion was made by Mr. Richardson to release all construction and inspection bonds, and the one-year maintenance bond, subject to correction of any one-year inspection items and submission of as-built drawings. The motion was seconded by Mr. Faraci. Motion passed.
VII. MINUTES
A. February 8, 2007
A motion was made by Mr. Faraci to approve the minutes of the February 8, 2007 meeting, as presented. The motion was seconded by Mr. Coe. Motion passed.
B. March 21, 2007
A motion was made by Mr. Faraci to approve the minutes of the March 21, 2007 meeting, amended as follows:
Under II. Executive Session, the time that the Authority entered Executive Session (7:41 P. M.) must be listed, as well as the members and invited guests who participated in Executive Session.
The motion was seconded by Mr. Coe. Motion passed
VIII. TREATMENT FACILITY REPORT
Jim Clifton presented his March 2007 Summary Report, dated April 12, 2007.
IX. STATUS REPORT ON SEWER EXTENSION PROJECTS
Richard Sawitzke gave updates on the following projects:
A. Elaine Drive
Phase 3, serving three houses, should begin construction this month.
B. Bushy Hill Road
Three houses south of the Billingsgate project will be able to be served by gravity because of easements obtained from Billingsgate.
C. Bushy Hill Road, near Joseph Drive
Design will begin and, if enough funds are authorized, construction will begin this summer.
D. Wolcott Road
A request has been received for sewer extension. More info after summer break.
E. High Hill Circle
A request has been received for sewer extension. Hearing may be held before summer break.
F. Cornfield Road
Mr. Sawitzke will figure cost to serve three homes who are requesting hook-up, and hearing may be held after summer break.
X. ADJOURNMENT
A motion was made by Mr. Coe to adjourn the meeting at 8:20 P. M.
