2023 Personal Property Assessments

All persons who, as of October 1, 2023, are conducting any type of business, including home-based business and remote employees, or who are farmers, or who are owners of non-registered motor vehicle(s), or who are owners of Non-Connecticut registered motor vehicle(s) must complete and file a Personal Property  Declaration with the Assessor’s Office no later than November 1, 2023

If you were in business as of October 1, 2022 in Simsbury, the July 2023 tax bill will be due and payable in full.  The July 2023 tax bill will reflect October 1, 2022 for the 2022 Grand List. 

If You No Longer Have a Business in Simsbury

If you sold, terminated or moved your business out of Simsbury prior to October 1, 2023 and would like it removed for the 2023 Grand List year, at least one of the following will be required:

  • Certificate of dissolution from the Connecticut Secretary of State's Office that the business closed prior to October 1, 2023. (LLC's must be dissolved and be issued a certificate).
  • Letter from an accountant that the business has been dissolved prior to October 1, 2023.
  • Letter from the bank that the business accounts have been closed prior to October 1, 2023.
  • A copy of the lease showing the date expired and no longer leasing space as of October 1, 2023.

Online filing of Personal Property Declaration is only available if you have received an access code in the mail.  The Assessor’s Office will not be able to give out access codes over the phone.  Once you have created your account you will be able to review last year’s information and complete the current year and file from your computer or download and print a paper declaration.

Personal Property Assessments

Personal property is defined as all tangible property that is not permanently affixed to real estate.  This property includes but is not limited to unregistered motor vehicles, machinery, equipment, furniture, fixtures, tools, computers, leasehold improvements, supplies, etc., is subject to assessment in Connecticut and must be declared annually along with costs and acquisition dates.  Business inventory is not taxable.  Declaration forms are available from the Assessor for businesses to summarize their property by type and year acquired.  The Assessor applies depreciation factors to estimate current values.  Assessment notices are mailed at the end of January (February if extension has been granted to the Assessor).

We mail declarations to business personal property owners as a courtesy in the fall of each year.  However, it is the property owner’s responsibility to make sure a declaration is submitted to the Assessor by November 1st every year.  If you have not received the declaration of personal property, you may print a Declaration from our website (see Forms available below).  If a business owner needs to request an extension for filing the form, the written request for an extension must be received by the Assessor’s Office by November 1st

According to Connecticut State Statute, failure to file a declaration, omitting property or filing a declaration late after November 1st without having been approved for an extension will be levied a 25% penalty assessment.

New Business Personal Property Affidavit

If you are a new business personal property owner in the Town of Simsbury, please fill out the New Business Personal Property Questionnaire.  This form may be faxed to 860-658-3285 or mailed to the Simsbury Assessor’s Office at 933 Hopmeadow Street, Simsbury, CT 06070-1822.

Personal Property Assessment Appeals

It is recommended that business owners first speak with the Assessor’s Office to address any errors or misinformation before filing a formal appeal.  If an owner believes that the personal property of a business has been incorrectly valued by the Assessor, the value may be appealed to the Board of Assessment Appeals, which will hold hearings during March 2024.  The Board has the authority to change property valuations it believes to be incorrect as of October 1, 2023. 

To appeal a personal property assessment, a business owner or agent should explain why they believe the value is incorrect and provide any combination of the following;

  • Copies of depreciation schedules
  • Income tax filing
  • A list of all equipment owned
  • A complete list of equipment that is leased, loaned or rented by the business

The list or schedules should reflect what was owned on October 1, 2023 and identify disposals prior to October 1, 2023. 

Appeal Forms are available by February 1st and must be received in the Assessor’s Office on or before February 20, 2024.
