CONSERVATION COMMISSION AND INLAND WETLANDS AGENCY
REGULAR AUGUST 18, 2020 MEETING
MINUTES
Call to order: 7:30

Roll call: Chair M. Winters, D. Eaton, J. Campolieta, J. Levy, and C. Haldeman were present. Also present was Wetlands Agent T. Hazel.
J. Morrison, and G. Gritzmacher, were absent.

Show Cause Hearing:
50 – 52 Wood Duck Lane – Jack Jorgenson, President of the Governors Bridge Homeowners Association, Inland Wetlands Violations.
Motion: Commissioner Levy motioned to open the hearing, Commissioner Campolieta seconded. The case was heard, Agent Hazel reviewed the discussion he had with Mr. Jorgenson of the HOA. Mr. Jorgenson was willing to make corrections to the embankment in order to stabilize and restore the slope. He stated that his maintenance contractor and he have discussed how to go about the process. Agent Hazel will meet or discuss the plan of action with the contractor and report back to the commission on a regular basis. Restoration actions were allowed and will be reviewed throughout the process by the Wetlands Agent, and reported to the commission. There was correspondence from two concerned parties, FRWA and LFSWS. Motion: Commissioner Campolieta motioned to close the hearing and commissioner Levy seconded. All voted in favor (5-0-0)

Application 20-09- David Taylor, 507 Firetown Road, Installation of shed in the wetlands.
Mr. Taylor was represented by his daughter, due to a family matter, during this meeting. The Agent stated that Mr. Taylor and he had discussed his compliance in regards to floodplain and zoning issues. Mr. Taylor has complied. Mr. Taylors representative gave a brief overview as this is the second meeting on the issue and Mr. Taylor was able to describe in some detail at the last meeting, the shed project. The shed is constructed in the wetlands, per soil type, however it is in a maintained lawn area adjacent to the Bissel Brook. The floodplain requirement was for five anchors to be screwed into the ground minimizing impact. Commissioners asked about Mr. Taylors statement of using so telephone pole sections to anchor the shed. His representative did say he recycled some poles from the utility when they upgraded along the road. He has had the product in storage for some ten years now, stated the representative. The commission discussed the location in proximity to the stream and the statement by Mr. Taylor that he made improvements to a feeder stream crossing that he has had for some time. The commission asked the agent to meet and discuss that aspect and report back about any impact or need to anchor it under the floodplain regulations.
Motion: That this is a regulated activity was made by Commissioner Haldeman and seconded by Commissioner Levey. All voted in favor (5-0-0).
Motion: That this activity is not significant was made by Commissioner Haldeman and seconded by Commissioner Levy. All voted in favor (5-0-0).
Motion: To approve the activity was made by Commissioner Haldeman and seconded by Commissioner Levy. All voted in favor of the approval (5-0-0).

Approval of Minutes: July 21, 2020 minutes
Motion was made to approve them as presented by Commissioner Campolieta and was seconded by Commissioner Eaton. All voted in favor (5-0-0).

General Business: Wetlands Agent T. Hazel approved a permit for a shed in the upland review at 6 Victoria Lane. After a field meeting the resident agreed on an appropriate location and the Agent agreed and approved the location.

Adjournment: At 8:37PM Commissioner Levy made a motion to adjourn, Commissioner Campolieta seconded. All voted in favor (5-0-0).
