CONSERVATION COMMISSION AND INLAND WETLANDS AGENCY
REGULAR NOVEMBER 17, 2020 MEETING
MINUTES
Call to order: 7:30

Roll call: Chair M. Winters, D. Eaton, J. Campolieta, J. Levy, J. Morrison and C. Haldeman were present. Also present was Wetlands Agent T. Hazel.
G. Gritzmacher, was absent.

Application 20-16 – Simsbury Land Trust, East Weatogue Street, Parking area improvements. The installation of gravel and a paved apron and Handicap parking space. Chair woman Winters recused herself as a member of the Land Trust. Chair Winters recused herself and commissioner Morrison proceeded with the application. Having had a detailed presentation at the October 20th meeting the commission had no further questions and proceeded to make a motion.
Motion: That this is a regulated activity was made by J. Levy and was seconded by J. Campolieta all voted in favor (5-0-0)
Motion: That this activity is not significant was made by J. Levy and was seconded by J. Campolieta all voted in favor (5-0-0)
Motion: To approve the activity was made by J. Levy and was seconded by J. Campolieta all voted in favor (5-0-0)

Application 20-17 - Simsbury Fire District, 251 Hopmeadow Street. The construction of a townhouse fire training structure and a ceremonial flag burning pad site. Kevin Kowalski represented for the Fire District. Due to the increase of townhomes being constructed in town the district feels the need to erect a training structure to teach proper firefighting techniques. The structure would be on an asphalt pad with drainage to capture runoff. There would be water training only. There is some direct wetlands soil impact as presented. The commission asked if the agent could perform a site visit with Mr. Kowalski to gather some details about the wetlands and the positioning of the training area. Due to the need of more information about this aspect of the application commissioner J. Levey made a motion to hold this portion of the application for further review and look at the ceremonial flag burning pad on its own. Commissioner J. Campolieta seconded. All voted in favor (6-0-0). The flag burning pad is located in the upland review and is contained to a paver pad area with a contained firepit for the burning. No special treatments would be needed for starting or extinguishing the fire.

Motion was made to approve them as presented by Commissioner J.Campolieta and was seconded by Commissioner J. Levy. All voted in favor (6-0-0).

Approval of the 2021 Meeting Schedule: C. Haldeman made a motion to approve. J. Levy seconded. All voted in favor (6-0-0)

Adjournment: At 9:00 PM Commissioner J. Campolieta made a motion to adjourn, Commissioner Levy seconded. All voted in favor (6-0-0)
