CONSERVATION COMMISSION/INLAND WETLANDS REGULAR MEETING
TUESDAY, FEBRUARY 18, 2020
SIMSBURY TOWN OFFICES - ENGINEERING MEETING ROOM - 7:30 p.m.
725 HOPMEADOW STREET, SIMSBURY, CONNECTICUT

I. CALL TO ORDER - Margery Winters called the meeting to order at 7:30 p.m.

II. ROLE CALL
1. Appointment of Alternates - Chairman Winters appointed Mr. Halderman to sit for Mr. Eaton.

Present: Margery Winters, James Morrison, Jason Levy, Joseph Campolieta, Charles Halderman, and Kevin McCusker
Absent: Grant Gritzmacher, Donald Eaton.

Staff Present: Michael Glidden, CFM CZEO Director of Planning and Community Development, and Thomas Hazel, Code Compliance Officer.

III. APPOINTMENT OF AGENTS
The appointment of Tom Hazel as acting Wetlands Agent and the reappointment of Mike Glidden as Assistant Wetlands Agent. A motion was made by commissioner Campolieta and was seconded by commissioner Levy, all commissioners voted in favor (6-0-0).

VII. GENERAL COMMISSION BUSINESS
1. Approval of the Minutes of the FEBRUARY 4, 2020 regular meeting – A motion was made to approve the minutes as amended was made by commissioner Campolieta and was seconded Levy. All commissioners voted in favor (6-0-0).

VIII. CONSERVATION COMMISSION DUTY WORK
1. Open space master plan updates from Mr. Glidden were given. Discussions revolved around the lack specificity in regards to management practices per locations values. Also, the lack of an inventory to be considered for sale. The commission considered giving a response on these matters.
2. Open space working group updates from Mr. Glidden were given. There is a working draft of criteria for open space acquisitions and the different mechanisms available to facilitate acquiring the open space.
3. Open space referrals were presented by Mr. Glidden. The acquisition of an easement parcel to continue the bike path from Terrifville Road to Curtis Park. The Sale of an open space parcel at 133 Holcomb was also presented. It is a residentially maintained area to the rear of the property. There is no public access and is actively used by the homeowner. The commission deliberated and proposed a deed restriction as part of the sale, restricting the construction of permanent structures in that area. A motion was made by commissioner Levy for a positive referal with a deed restriction. Commissioner Campolieta seconded the motion and all the commissioners voted in favor (6-0-0).
IX. ADJOURNMENT
Commissioner Campolieta made a motion to adjourn the regular meeting. Motion was seconded by commissioner Levy. All commissioners voted in favor (6-0-0). The meeting was called at 8:04PM
