AQUIFER PROTECTION AGENCY - SPECIAL MEETING – 6:45 PM

DRAFT MINUTES
APRIL 7, 2014

I.  CALL TO ORDER

Commissioner Robert Pomeroy called the special meeting for the Aquifer Protection Agency to order at 6:47 PM on Monday, April 7, 2014 in the Main Meeting Room of the Simsbury Town Offices located at 933 Hopmeadow Street, Simsbury, CT.  The following members were present: Kevin Gray, Derek Peterson and Dave Ryan. Others in attendance included Hiram Peck, Director of Planning, Howard Beach, Planning Analyst, and other interested parties.

II. APPOINTMENT OF ALTERNATES

No alternates appointed.

III. APPROVAL OF MINUTES

Minutes from November 18, 2013 Special Meeting were adopted as submitted.

 

IV. DISCUSSION AND POSSIBLE VOTE

A. Renewal of existing Aquifer Protection Area Registration #AP 11-01 for 1340 Hopmeadow Street (Map 105, Block 439, Lot 004K), acceptance of materials management plan, and transfer from Business Loan Center, Inc. to Pride Limited Partnership.

Mr. Howard Beach, Planning Analyst, stated that the proper transfer documents have been completed and staff recommends acceptance of the transfer of an existing registration to Pride Limited Partnership.  Mr. Beach also noted that Pride is completely reconstructing the station and has submitted a Materials Management Plan for the operation of the new station. The Town Staff finds the plan to meet the requirements and therefore recommends acceptance of the plan as submitted.

Mr. Beach discussed a third issue regarding the possibility of contamination. He stated that Pride will completely demolish the existing station, remove the tanks, clean up the site and construct a new gas station /convenience store. Mr. Beach asked Pride for a tertiary containment for the storage tanks and piping from the tanks to the dispensers since the station lies directly over two major drinking water aquifers. Pride has agreed to install double-wall tanks and piping as required by DEEP.  In addition, Pride agreed to install a heavy-duty impervious liner under the tanks and piping.

Mr. Peck commented that the first two issues apply to the Aquifer Protection Agency but the third issue should wait until the Master Plan is reviewed by the Commission.

A. Commissioner Ryan moved for approval the renewal of existing Aquifer Protection Area Registration #AP 11-01 for 1340 Hopmeadow Street (Map 105, Block 439, Lot 004K), acceptance of materials management plan, and transfer from Business Loan Center, Inc. to Pride Limited Partnership.  The motion was seconded by Commissioner Peterson and was unanimously approved.

 

VI. ADJOURNMENT

Commissioner Ryan made a motion to adjourn the meeting at 6:55 P.M.  The motion was seconded by Commissioner Gray and was unanimously approved.
