PLANNING COMMISSION – REGULAR MEETING

TUESDAY, June 26, 2018

SIMSBURY TOWN OFFICES – MAIN MEETING ROOM – 7:00 p.m.

I.             CALL TO ORDER - Meeting was called to order at 7:03pm.

1.            Pledge of Allegiance

 

The Pledge of Allegiance was led by Boy Scout Joseph Kalamarides.

 

II.            ROLL CALL

Present:               Regular Members: Holly Beum, David Blume, William Rice, Erin Leavitt-Smith

Alternate Members: Elizabeth Burt and Richard Cortes (Ms. Burt was seated for Mr. MacCormac and Mr. Cortes was seated for Mr. Needham)

Absent:                Regular Member: Craig MacCormac, Alan Needham

                Alternate Member: Gary Lungarini,

Staff Present:  Jamie Rabbitt, AICP, Director of Planning and Community Development

III.           APPROVAL OF MINUTES of the April 24, 2018 regular meeting

Correction to line 13 – Mrs. Burt is Ms. Burt and Mrs. Beum is Ms. Beum. Mr. Rice made a motion to approve the 4/24/2018 minutes as corrected, seconded by Ms. Leavitt-Smith. Commission voted 5-0 in favor of the motion, Ms. Beum abstained.

V.            NEW BUSINESS

1.            Receipt of New Applications

a.            None

2.            Referrals

a.            Zoning Board of Appeals – Application #18-02. Application by Gavin Properties V, LLC for a use variance to  permit diesel engine repair on property located at 38 Wolcott Road on a parcel of land Zoned I-1.

 

The commission discussed the 2017 Plan of Conservation and how it related to the referral before them.  The commission discussed the balance between economic development and the protection of the Town’s natural resources, as well as its character. The commission discussed the merits of Sections 9.1 and Section 5 of the 2017 POCD. Ms. Beum made a motion that Zoning Board of Appeals Application #18-02 is consistent with Section 9.1.B subsections 3 and 4 of the Town’s 2017 Plan of Conservation and Development (POCD), as it relates to the promotion of economic development, as long as it protects the elements found in Section 5 of the Town’s 2017 POCD (What We Want to Protect – Natural Resources). The motion was seconded by Mr. Blume.  The motion passed 6-0.

 

VI.          GENERAL COMMISSION BUSINESS

1.            Subdivision Regulations

a.            The Commission held a general discussion on potential revisions to the Subdivision Regulations specific to Sections 7, 8, 9. Staff circulated potential revisions to Sections 7, 8 and 9. The discussion revolved around clarifying the application process and application materials.  The Commission asked staff to review proposed changes with the Town Engineer and prepare a final draft.

 

VIII.        ADJOURNMENT

Motion was made by Mr. Cortes, seconded by Mr. Blume, to adjourn at 8:05 pm.  Motion passed 6-0.
