MINUTES OF THE BOARD OF ASSESSMENT APPEALS FEBRUARY 27, 2018 SPECIAL MEETING

 

SUBJECT TO APPROVAL

 

The Board of Assessment Appeals met in the Assessor’s Office  by conference call with speaker phone. Members present by telephone were Sean Brittell and Chair Lori Fernand, and newly-approved member Regina Pynn, not yet sworn in. Present on site was the assessor, David Gardner.

 

The meeting was called to order at 7:03 PM, and the assessor read aloud the first item on the agenda.

Sean Brittell moved and Lori Fernand seconded a motion to request that the town manager grant a two month extension.  The extension is authorized by CGS §12-117 and the reason for requesting the extension is the volume of appeals following the revaluation and the difficulty of scheduling times when the board members can meet.  The motion passed 2-0.

 

The assessor read aloud the second agenda item and explained it.  Sean Brittell moved and Lori Fernand seconded a motion to decline to hear appeals on commercial or apartment properties assessed at on 1,000,000 or more when resolution of the appeal without resort to court is unlikely; and to allow the assessor to use his discretion in identifying those that should be declined.  Declining to hear appeals like that is authorized by CGS §12-111. Discussion ensued.  The motion passed 2-0.

 

Sean Brittell made, and Lori Fernand seconded a motion to adjourn, which passed 2-0.  The meeting adjourned at 7:14 PM.
