Special Meeting – Wednesday, March 19, 2014

Town Office Building, Main Meeting Room

Present - Appellants, members of the Board of Assessment Appeals, and the assessor, as noted.

The hearings began at about 6:35 with Sharon Lawson hearing the appeal of Matthew Quintana’s motor vehicle assessment (Josephine Quintana). Scott Sirianni joined the meeting shortly thereafter.

Stephen Nocera joined the meeting.

The assessor presented a spreadsheet with the 2013 assessments that had been brought to the board, including those appeals that the board had already voted on at its March 12 meeting, and those the board had provisionally voted to increase at its March 4 meeting, those on which the assessor made recommendations for revision (marked as such), and those not yet heard (without recommendations).  Stephen Nocera made and Scott Sirianni seconded a motion to approve the assessor’s recommendations as presented, and it passed 3-0.

The assessment of 632 Hopmeadow Street was unchanged as was the personal property located at 288 Hopmeadow Street.  All others were decreases.

Mr. Mathewson came in to be heard on his appeal of the assessment of 39 Evans Drive.  Mr. Nocera recused himself at 7:25 pm.  Scott Sirianni heard Mr. Mathewson’s appeal.  Scott Sirianni made and Sharon Lawson seconded a motion to make no change in the assessment and it passed 2-0.

Scott Sirianni made and Sharon Lawson seconded a motion to reduce the assessment of Matthew Quintana’s 2007 Toyota Camry to 6,620 and it passed 2-0.

Stephen Nocera returned to the meeting at about 7:35 pm.  He heard the appeal of Lauren Kolb on 2 Joshua Drive.  Following the hearing, Mr. Nocera made and Scott Sirianni seconded a motion to reduce the assessment of 2 Joshua Drive to 523,000, and it passed 3-0. (The assessor left the meeting for about five minutes at about 7:40 pm.)

Sharon Lawson heard the appeal of Mr. Miller on 6 Somerset Lane.  Mr. Gardner answered questions on the assessment.  Following the hearing, Stephen Nocera made and Scott Sirianni seconded a motion to make no change in the assessment.  The motion passed 3-0.

Sharon Lawson made and Scott Sirianni seconded a motion to hold the September motor vehicle session on Wednesday, September 17, 2014 at 6:30 PM, and it passed 3-0.  Each of the board members expressed support for continuing the practice of scheduling hearings for the September session as superior to an unscheduled open hearing format.

Sharon Lawson volunteered to look into getting an ordinance to authorize an alternate member for the board.

Stephen Nocera made and Sharon Lawson seconded a motion to adjourn – passed 3-0.  The meeting adjourned at 8:25 PM.
