TOWN OF SIMSBURY BOARD OF ASSESSMENT APPEALS
Subject to Vote of Approval - Special Meeting Minutes: April 1, 2015 - 2 pages


The April 1, 2015 Special Meeting of the Board of Assessment Appeals took place in the Town Hall Main Meeting Room. Those present included appellants; board members Scott Sirianni and Sharon Lawson, and the Assessor, David M. Gardner.

Mr. Sirianni made a motion to start the meeting at 6:33 p.m. Ms. Lawson seconded the motion. All were in favor, and the motion passed. Since the BAA Board is comprised of three members, two members constitute
a quorum.
The board was in session to hear appeals on the October 1, 2013 Motor Vehicle Supplemental list and on the October 1, 2014 grand list.

The hearings began. BAA board members swore each appellant in before hearing their concerns.

6:35 p.m.:  Mr. Sirianni heard the appeal of Aidan Goehring on his 1992 Honda Accord wagon.

6:40 p.m.:  Ms. Lawson heard the appeal of Wendy Huscher on her 1999 Toyota Corolla.

6:55 p.m.:  Mr. Sirianni heard the appeal of James Ray on his 2006 Honda Element; 2011 Toyota
                  Camry; 2013 Toyota Corolla, and his son, Michael’s, 2009 Toyota Corolla.

7:03 p.m.:  Ms. Lawson heard the appeal of Mark Maturo on his 2002 Honda Civic.

7:06 p.m.:  Mr. Sirianni heard the appeal of Thomas M. and Marilyn Iezze on their
                  20 Bantry Road property.

7:15 p.m.:  Mr. Sirianni heard the appeal of Jeremiah Horsefield on his 8 Firetown Road
                  property.

7:25 p.m.:  Mr. Gardner said he had nothing to present on item #2.  Mr. Sirianni made a motion to
                  table Item #2 on the agenda. Ms. Lawson seconded the motion. All were in favor.
                  The motion passed.

7:30 p.m.:  Earnest and thoughtful deliberations by the BAA began. Mr. Gardner distributed a spreadsheet to
                  board members listing his recommendations. After much discussion and research into the appeals,
                  Mr. Sirianni made, and Ms. Lawson seconded, the motion to accept the Assessor’s recommendations
                  for value changes on the following appeals. All were in favor. The motion passed.

  1. To set the market value on the motor vehicle appeal brought by Mr. Goehring for his
    1992 Honda Accord wagon at $1,000.00 and its assessed value at 700 on the 2013 Motor Vehicle Supplemental list; and to set the corresponding values for the October  1, 2014 list at $950 and 670.
     
  2. To set the market value on the motor vehicle appeal brought by Ms. Huscher for her
    1999 Toyota Corolla at $2,250.00 and its assessed value at 1,580.00 on the 2013 Supplemental Motor Vehicle list; and to set the corresponding values for the October 1, 2014 list at $2,150 and 1,510.
  3. To set the market values on the motor vehicle appeals brought by Mr. Ray for his:
    • 2006 Honda Element at $4,256.00 and its assessed value at 2,980.00.
    • 2011 Toyota Camry at $11,362.00 and its assessed value at 7,950.00.
    • 2009 Toyota Corolla at $8,464.00 and its assessed value at 5,920.00.
    • 2013 Toyota Corolla at $10,143.00 and its assessed value at 7,100.00.
     
  4. To set the market value on the motor vehicle appeal brought by Mr. Maturo for his
    2002 Honda Civic at $1,150.00 and its assessed value at 810.00; and to set the corresponding values of $1,200 and 840 for the 2013 Motor Vehicle Supplemental list.
     
  5. To set the market value of the Iezze property on 20 Bantry Road at $420,450.00
    and its assessed value at 294,320.00.
     
  6. To set the market value of the Horsefield property on 8 Firetown Road at $195,000.00
    and its assessed value at 136,500.00.

7:55 p.m.:  Mr. Sirianni made a motion to adjourn the meeting. Ms. Lawson seconded the motion. All were in
                  favor, and the motion passed.
