Minutes, Board of Assessment Appeals

The hearings began at 6:36 pm with Sharon Lawson hearing the appeal of Simsbury Hopmeadow Street, LLC in their appeal of the assessment of 632 Hopmeadow Street. The taxpayer was represented by Shane Lannan, of Ducharme, McMillen & Associates, Inc. Also present were David Gardner, assessor and other appellants.  Mr. Lannan discussed the property and answered questions on market trends since the 2007 revaluation, as well as the recent assessment history of the property and discussions concerning value.  He left the board with a copy of an appraisal with an October 1, 2012 date of value, the effective date of the most recent revaluation.

Ms. Lawson then heard the appeal of Iron Horse, LLC on its property at 969 Hopmeadow Street.  The taxpayer was represented by Peter and James McLaughlin of McLaughlin Associates, Phoenix, AZ who discussed the property income and capitalization rates, and suggested using a gross income multiplier of 3 to estimate a value.

Stephen Nocera joined the meeting at about 7:00 pm.  He met with appellants in Room 107 and Ms. Lawson continued her work in Room 103.

Ms. Lawson heard the appeals of Julia McCabe on her real estate at 288 Hopmeadow Street and the Linden House personal property assessment.

Mr. Nocera heard the appeal of 16 Center Street, LLC, represented by its member, David Heller.

Mr. Nocera heard the appeal of Mark and Lisa Roellig on their property at 11 Cobtail Way.

Ms. Lawson heard the appeal of August Dobler on 41 Ashton Circle beginning at 7:25 pm.

Mr. Gardner left for ten minutes.

Mr. Nocera met with Hanlin Zhang on his property at 73 Library Lane.

Ms. Lawson met with James Marsh on his appeal of the assessment of 28 Brook Drive.

At about 8:00 pm the board met in Room 103 and heard the appeal of RC Connectors, LLC, represented by its member, John Ritson, who discussed the valuation of the new apartment building at 144 Hopmeadow Street, especially during lease-up and the value of the office building at 146 Hopmeadow Street.

The board took up appeals previously heard.  Stephen Nocera made and Sharon Lawson seconded all of the following five motions, including the motion to adjourn, and they all passed 2-0.

  1. To set the market value of 7 Herman Drive at $320,000.
  2. To accept the appellant’s value on the motor vehicle appeals brought by James Ray, viz.:
    2011 Camry, $14,680
    2009 Corolla, $10,000,
    2006 Honda Element, $5,500
    2013 Corolla, $13,370.
  3. To set the assessment of 16 Hilltop Drive at 98,260.
  4. To change the house lot location factor on 15 Shadowbrook from 1.40 to 1.30.
  5. To adjourn, which the board did at 8:50 pm.
