CONSERVATION COMMISSION/INLAND WETLANDS AND WATERCOURSES AGENCY

 

REGULAR MEETING July 05, 2022, 7:30 P.M. HELD IN PERSON

 

  1. CALL TO ORDER

 

Chairman Margery Winters called the meeting to order at 7:30 P.M.

 

  1. ROLL CALL

 

Present: Director of Community Planning and Development, George McGregor, Assistant Town Planner, Savannah-Nicole Villalba; Margery Winters, Andrew Bade, Jason Berman, and Jason Levy

 

Absent: Charles Haldeman, Donald Eaton

 

  1. NEW APPLICATIONS FOR RECEIPT AND DETERMINATION OF SIGNIFICANCE

Application CC #22-16 of Zac Neville, applicant, John and Lynn Kelley, owners, for the construction of a ±3500sq. ft. house and a ±1922sq. ft. barn within the upland review area at 25 Holcomb Street (Assessor’s Map D05 Block 301 Lot 007) Zone R-80.

  • Mr. McGregor stated the activity would around 80 feet from the wetlands
  • Mr. Levy made a motion to declare application 22-16 to be found non-significant by the Commission and that the application be placed on the next regular meeting agenda for review and action. Dr. Bade seconded.  

 

All in favor, no opposed, no abstentions. (4-0-0)

 

  1. PUBLIC HEARING AND/OR ACTION ON APPLICATIONS

Application CC #22-14 of Dave Taylor, Applicant, for the construction of a 12’ x 18’ barn with a deck in the upland review area at 507 Firetown Road (Assessor’s Map C03 Block 203 Lot 023A) Simsbury, CT 06070. Zone R-40.

  • Mr. Levy made a motion to find application 22-14 a regulated activity. Dr. Bade seconded.

 

All in favor, no opposed, no abstentions. (4-0-0)

 

  • Mr. Levy made a motion to approve application 22-14 with the standard and special conditions outlined in the staff report provided by Town Staff. Dr. Bade seconded.

 

All in favor, no opposed, no abstentions. (4-0-0)

 

Application CC #22-15 of John & Elizabeth Marion, Owners/Applicants, to construct a ±816 sq. ft. addition in the upland review area at 10 Victoria Lane (Assessor’s Map C07 Block 212 Lot 010) West Simsbury, CT 06092. Zone R-40.

  • Mr. McGregor stated the activity was an estimated 30 feet from the mapped wetlands
  • Mr. Levy made a motion to find application 22-15 a regulated activity. Dr. Bade seconded.

 

 All in favor, no opposed, no abstentions. (4-0-0)

 

  • Mr. Levy made a motion to approve application 22-15 with the standard and special conditions outlined in the staff report provided by Town Staff. Dr. Bade seconded.

 

All in favor, no opposed, no abstentions. (4-0-0)

 

  1. GENERAL COMMISSION BUSINESS

Minutes: June 21, 2022

  • Dr. Bade stated his title should be changed to Dr. Bade
  • The Commission noted Mr. Berman was present during the meeting and his name should be corrected from James to Jason
  • Dr. Bade made a motion to approve the minutes as corrected. Mr. Berman seconded.

 

All in favor, no opposed, no abstentions. (4-0-0)

  • The Commission discussed bluebird monitoring on Simsbury Farms Golf Course
