TOWN OF SIMSBURY – CULTURE, PARKS, AND RECREATION COMMISSION
Subject to Vote of Approval – Special Meeting Minutes – Thursday, May 24, 2018 – 1.25 pages
Call to Order
The meeting was called to order at 6:33 p.m. by David Bush, chairman, in a private room of Seasons Restaurant at 279 Avon Mountain Road in Avon, CT. Other commission members who were present included Dennis Fallon, Lori Coppinger, Gerry Wetjen, Kelly Kearney, Bill Mullen, Gerry Post, Sarah Cramer and Steve Spalla. The C. P. & R. Director, Gerry Toner, and the town manager, Maria Capriola, were also in attendance.
Executive Session – Personnel in Accordance with CT General Statute 1-200(6)(a), Director of Culture, Parks and Recreation Appointment
Mr. Bush changed the order of the agenda so that the executive session was the first business to be discussed. He opened this session at 6:35 p.m. and closed it at 6:43 p.m.
Director of Culture, Parks and Recreation Recommendation
Mr. Wetjen made a motion to approve the Town Manager’s selection of Thomas J. Tyburski as the preferred candidate for the Director of Culture, Parks and Recreation position. He further moved to recommend to the Board of Selectmen the appointment of Thomas J. Tyburski to the position of Director of Culture, Parks and Recreation effective June 22, 2018, with an annual starting salary of $112,500 and employment-related benefits assigned to that position. After discovering that he had quoted the incorrect day for the effective date of employment, he amended his motion to state that Mr. Tyburski’s new position would be effective on June 26, 2018. The amended motion was seconded by Mr. Fallon. All were in favor. The motion passed.
Minutes of Previous Meeting
No changes were made to the April 26, 2018 Regular Meeting Minutes. Mr. Bush declared the minutes approved and requested that they be put on record.
Friends of Simsbury Farms – Report
The FoSF Charitable Golf Event will take place on Friday, June 22, 2018 starting at 12:30 p.m. The Koscher family is donating another picnic table to be placed in the Brian Koscher Memorial Picnic Pavilion. An analysis of the current cart paths will be done by a golf course architect. In some areas, especially after it rains, it would be helpful to have extended or extra paths to keep traffic moving. The fruit trees will be sprayed so that they will retain their leaves past the month of August this year.
Golf Course Tee Time System – Discussion
The new tee time policy went into effect and was available online since the last meeting. Because the weather on the weekends has not been good, it is too early to determine whether it was successful on Saturdays and Sundays. However, except for the earliest morning time slots, all weekend slots are booked.
Old Business. None.
New Business
Taryn Schrager, Recreation Supervisor, will be going on maternity leave. She has moved the staff training up and has added support staff in place. Mr. Tyburski will also be involved with C. P. & R. camp programming. In addition, Mr. Toner will be working two days a week during the beginning of the summer.
Adjournment
Mr. Mullen made a motion to adjourn the meeting. Mr. Fallon seconded the motion. All were in favor. The meeting was adjourned at 7:00 p.m.
Next Meeting
The next Regular Meeting of the C. P. & R. Commission has been scheduled for Thursday, June 27, 2018 at 7 p.m. in the main meeting room of Town Hall. Since it will only be the second day of Mr. Tyburski’s new position, it may not take place. Commission members will be notified via email about any changes.
