Simsbury Public Library Launches “Fine Free” Initiative

The Simsbury Public Library has implemented a one-year fine-free policy for most overdue materials. For this one-year pilot period beginning July 1, 2019, most overdue materials borrowed from the Library will not be assessed fines. Instead, individuals may contribute to the Library by making donations through the Library Support Jars that are available at both checkout desks.

This initiative, which was approved by both the Library Board of Trustees and the Board of Selectmen, is being undertaken to remove the financial barrier associated with fines and increase access to the Library's materials and services. “This initiative directly supports the Library’s mission, which is to provide free and equal access to information, resources and experiences,” said Marianne O’Neil, Chair of the Library Board of Trustees. “Overdue fines are a barrier to this access for many of our users.” First Selectman Eric Wellman noted that going fine-free will improve the Library experience for all users. “Across the country, libraries that have gone fine-free have seen an increase in their circulation.  It is my hope that this innovative program will improve access to our Library’s resources for all members of our community to enjoy.”

Fines will continue to be assessed for items with limited quantity in high demand, namely museum passes, Pronto books and the Library of Things. In addition, users will still be responsible for the cost of lost or damaged items. If the initiative is successful during the pilot period, the Library Board of Trustees and Board of Selectmen will consider the permanent elimination of fines in favor of the Support Jars.

Eliminating overdue fines is a national public library initiative that has been successfully implemented by libraries large and small. Libraries have found that eradicating fines increases circulation, streamlines operations, and promotes positive interactions with patrons.
