BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
MAY 9, 2013

The regular monthly meeting of the Housing Authority of the Town of Simsbury, Connecticut was held on May 9, 2013 at the Virginia Connolly Residence at 1600 Hopmeadow Street.  The meeting was called to order by the Chairman Ron Zappile at 7:00 p.m.  Also in attendance were Commissioners Cheryl Cook, Oliver Dickins and Kay Coffey; Executive Director, Ed LaMontagne and Housing Administrator, Christine Winters; and Board of Selectmen Liaison, Lisa Heavner.  Commissioner Woody Eddins was excused.

The Pledge of Allegiance was recited.

There was no one in attendance at the Public Audience.

MINUTES OF THE PREVIOUS MEETING
The minutes of the April 11, 2013 meeting were presented to the Board and there being no additions or a correction, a motion to accept them was made by Commissioner Dickins and seconded by Commissioner Cook.  Motion carried.

BOARD OF SELECTMEN LIAISON REPORT
Board of Selectmen Liaison, Lisa Heavner reported on town happenings which included the Eno Farms project, the budget referendum, plans for the Town symphony and concerts, and Market and School Analysis studies.

EXECUTIVE DIRECTOR’S REPORT
Executive Director Ed LaMontagne reported on the Security Services issue stating that an agreement with the supplier of this service was reached and the cost of the service would remain the same for this year. However, it will be necessary to send out for bid the services for the year 2014-15.

He submitted a Financial Summary Report indicating favorable and unfavorable income and expenses for both properties.  Chairman Zappile requested that the report be enhanced by reporting the information in a more consolidated format in order to show a clearer picture.

Mr. LaMontagne reported on the CHFA Capital Needs Assessment site visit conducted in April.  Copies of the report which indicates “Assessment of Needs” spread out over 20 years were presented to the Board members for their reference.

He reported on the availability of CHFA funding for Capital improvements and for Resident Program Funding, stating that plans were in progress to take advantage of these offers.

He reported on an application to FEMA Public Assistance Program requesting funds to offset snow removal costs covering the February snowstorm.

He indicated that the Simsbury/Granby Rotary Club will be on the property on May 18th for the purpose of grounds keeping.  This volunteer service is performed each year by the organization as a public service to the community.

He reported on the successful Volunteer Luncheon that was held at Virginia Connolly on April 29th to honor our volunteers.

REPORT OF INCOME
Housing Administrator Christine Winters reported that presently there are no vacancies in either of the properties.

MARKETING UPDATE
Housing Administrator Christine Winters reported that we continue to advertise in the Yankee Flyer, on the website, and on the posted signs on Hopmeadow St.
Brochures continue to be made available at various locations around town.
She expressed her intent to be involved in future community activities.

MURPHY APARTMENTS
A copy of the activity calendar for the month of May was distributed.

The minutes from the Resident Meeting held on April 17th were distributed and reviewed.

The summary of the CHFA Capital Needs Assessment and Replacement Reserve Analysis, dated May 3rd was distributed and reviewed.

VIRGINIA CONNOLLY RESIDENCE
The minutes from the Resident Meeting held on April 15th were distributed and reviewed.

The summary of the CHFA Capital Needs Assessment and Replacement Reserve Analysis, dated May 3rd was distributed and reviewed.

Assisted Living Services:
Staff from the Hebrew Home has adjusted the service levels of the residents to keep them more in line with the actual services they are receiving.

Chairman Zappile recommended that the ALSA nursing staff hold a meeting with the residents to provide a description of the levels and services provided.

Social Services Programs:
A copy of the activity calendar for the month of May was distributed. Paid activities are being increased for the remainder of the fiscal year to utilize the grant funds from DECD.

OLD BUSINESS
Action Items were reviewed and the update of the Property Handbook was deemed complete.
Scout Project listing and Transportation Study will be on-going.
Plans for Strategic Planning Sessions, Preparation of Small Cities Grant and paperwork for CHFA Funds for Capital Improvement and Resident Programs were given new target dates.

NEW BUSINESS
There was no new business to discuss.

EXECUTIVE SESSION
A motion to adjourn to Executive Session was made by Commissioner Dickins and seconded by Commissioner Cook. Motion carried. Housing Administrator Winters was excused.

A motion to return to regular session was made by Commissioner Cook and seconded by Commissioner Dickins.

There being no further business to discuss, a motion to adjourn the meeting was made by Commissioner Dickins and seconded by Commissioner Coffey.  Motion carried.  Chairman Zappile adjourned the meeting at 9:20 p.m.
