Personnel Sub-Committee – Special Meeting

Monday, February 9, 2015

5:45 PM – Simsbury Town Offices – Conference Room 103

 

MINUTES

1.         Call to Order

The meeting was called to order at 5:45 pm.  Sub-Committee Chair Chris Kelly and Sub-Committee members Cheryl Cook and Sean Askham were present.  Director of Administrative Services Thomas Cooke was also present.

3.         Public Audience

Joan Coe, 26 Whitcomb Drive, spoke at public audience.  Ms. Coe stated that the Town needs leaders and not public opinion.  She discussed the need for a Town Manager and stated that the First Selectman’s salary should be based upon the time spent enacted policies and recommended a salary of $5,000.  She stated that the Town should convene a Charter Revision Commission.

4. Approval of Minutes

The minutes of the January 29, 2015 Personnel Sub-Committee Meeting were amended to include, at the end of section 5, the following:  Mr. Askham recommended that the possibility of a Charter Revision Commission be raised before the full Board of Selectmen.  Mr. Askham moved to amend the minutes as recommended.  Ms. Cook seconded the motion and it passed.

5.  Development of purpose, structure, dates, and communication plan for requested two public hearings on the First Selectman's salary and form of government

The Sub-Committee discussed the need to gather information on prior Charter Revision Commission activity, information on different forms of government and information on comparable salaries.  Ms. Cook presented information she gathered, including information gathered for the Westbrook Charter Commission in 2011 and comparative salary information.  Mr. Cooke provided information to the Sub-Committee on the history of prior Charter Revision Commissions in the Town of Simsbury.  Mr. Cooke stated that he would gather specific information about the forms of government in Farmington and Plainfield.  He also stated that he would review the CCM Salary report for comparative salary information. 

The Sub-Committee discussed a process for preparing the information for public presentation.

The Sub-Committee discussed possible dates for public hearing and asked Mr. Cooke to determine whether March 9th would work for the first hearing (focused on the First Selectman’s salary) and March 23rd for the second hearing (focused on the form of government).

6. Adjourn

Mr. Askham made a motion to adjourn the meeting and Ms. Cook seconded the motion, which passed unanimously.  The meeting was adjourned at 6:37 pm.
