Regular Meeting – April 27, 2015 – 6:00 p.m.

MINUTES

The meeting was called to order at 6:00 pm. Sub-Committee Chair Chris Kelly and Sub-Committee members Cheryl Cook and Sean Askham were present. Deputy Director of Administrative Services Sean Kimball was also present.

2. PUBLIC AUDIENCE

Joan Coe, 26 Whitcomb Drive, spoke at public audience. She stated that although the B.O.S. can develop a specific charge for a Charter Revision Commission, the commission is free to determine what areas it explores. Subsequently there isn’t a need to over-focus on creating a charge. She also stated that the important issue is having good people with open minds on the commission.

3. Review of Correspondence from Town Counsel on Charter Revision Process and Possible Action

The Sub-Committee discussed the letter from Town Attorney Bob Decrescenzo regarding the Charter Revision process. Sub-Committee members agreed that they would like to pursue developing a specific charge for the establishment of a Charter Revision Commission, and that they would include possible topic areas important to the B.O.S. The Sub-Committee asked that staff reach out to Department Heads to inquire about other possible areas of the Charter in need of updating. The goal is to have this information back by May 15th in time to review before the next Sub-Committee meeting to be scheduled on June 1st. The Sub-Committee agreed to meet on June 1st at 6:00 pm to develop a draft charge - it is understood that a Charter Revision Commission will solicit input from Boards and Commissions directly; and this doesn’t have to be part of the effort in developing the draft.

Possible Charter Revision topics discussed included:

• Terms of the Board of Selectmen and First Selectman
• Terms for all Boards and Commissions
• Form of Government (First Selectman vs Town Manager)
• For any change:

o Impact on terms and election process for other Boards and Commissions
o Separation of powers
o Integration with other Boards and Commissions, especially Board of Finance
o Any impact upon other processes and boards

• Clarification of Duties and Responsibilities for First Selectman (502) and or recommendation of changes to Form of Government
• Any merger recommended for Boards and Commissions
• Reviewing any positions mentioned in Charter, or that maybe should be.

4. ADJOURN

Mr. Askham made a motion to adjourn the meeting and Ms. Cook seconded the motion, which passed unanimously. The meeting was adjourned at 6:37 pm.
