DRAFT MINUTES

1. Call to Order

The meeting was called to order at 5:00 pm. Sub-Committee Chair Lisa Heavner and Committee member Cheryl Cook were present. Director of Administrative Services Tom Cooke and Deputy Director of Administrative Services Sean Kimball were also present.

2. Pledge of Allegiance

No members of the public chose to speak.

4. Approval of Minutes

Ms. Cook made a motion to approve the minutes of the September 3, 2014 Special Meeting, the July 18, 2014 Special Meeting and the July 14, 2014 Special Meeting. Ms. Heavner seconded the motion and the minutes were approved without modification.

5. Possible approval of Truck Driver – WPCF position description

Mr. Cooke and Mr. Kimball presented a Truck Driver position description for the Water Pollution Control Facility. They explained the Facility currently does not need the mechanical function provided by a vacant WPCF Plant Mechanic/Equipment Operator (T7) position and that the truck driver functions contained in the existing Truck Driver position (T6) with some minor modifications to customize the position for the Water Pollution Control Facility covered exactly the functions that the Facility is looking for. Instead of snow plowing, the new truck driver position would drive sludge to the transfer station. The Personnel Sub-Committee discussed the differences between the proposed position and existing positions and discussed the process for implementation of the new position.

Ms. Cook made a motion to approve the proposed Truck Driver – WPCF position. Ms. Heavner seconded the motion and it passed unanimously.

6. Interviews of respondents to request for proposal for labor counsel

a. Murtha Cullina LLP

The Sub-Committee conducted an interview of Michael Harrington, Jennifer Corvo and Michael Markowicz of Murtha Cullina LLP concerning the firm’s proposal to provide legal services in the labor and employment law area to the Town of Simsbury. The interview concluded at 5:50 pm.

b. Metzger Lazarek & Plumb

Kenneth Plumb, Lisa Lazarek and David Metzger joined the meeting. The Sub-Committee conducted an interview concerning Metzger Lazarek & Plumb’s proposal to provide legal services in the labor and employment law area to the Town of Simsbury. The interview concluded at 6:55 pm and Messrs. Plumb and Metzger and Ms. Lazarek left the meeting.

7. Possible recommendation based upon interviews

The Personnel Sub-Committee directed Mr. Cooke to conduct further reference interviews and to make a recommendation to the Personnel Sub-Committee at its next meeting.

8. Adjourn

Ms. Cook made a motion to adjourn the meeting. Ms. Heavner seconded the motion and the meeting adjourned at 6:50 pm.
