POLICE COMMISSION

REGULAR MEETING

JUNE 9, 2014

 

 

1.         CALL TO ORDER

 

The Regular Meeting of the Police Commission was called to order at 7:01 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Brendan Walsh, Commissioner Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Commissioner James Fleming, Chief Peter Ingvertsen and Captain Nicholas Boulter.

3.         CORRESPONDENCE

 

Commissioner Long read the Summary of Letters received since the last Regular Meeting of the Commission on May 12, 2014. (Addendum 1)

 

4.         APPROVAL OF MINUTES

 

Commissioner Long made a motion, seconded by Commissioner Eisenmann and passed unanimously to approve the minutes of the May 12, 2014 Regular Meeting.  (Addendum 2)

 

5.         PUBLIC AUDIENCE

 

None

 

6.         OLD BUSINESS

 

The Chief provided the Commission with an update on the Town’s efforts to recover the overtime costs incurred after the March 2012 motor vehicle accident where three patrol officers were injured.  Town Attorney Robert  Decrescenzo had reported to the Chief that the action is still pending.

Chief’s Report

 

The Chief reported the following to the Commission:

 

The Commission was advised that they needed to designate a Local Traffic Authority for the Town of Simsbury.  Commissioner Long made a motion, seconded by Commissioner Eisenmann and passed unanimously to designate Chief Peter N. Ingvertsen as the Town of Simsbury Local Traffic Authority.

Chief Ingvertsen provided the Commission with an update on the progress of the three newest officers in the department.  Two officers are still in field training, both are progressing very well and are slated to be released from field training in July 2014.  The third officer is finishing up at the Police Academy and is scheduled to graduate on June 18th.

 

The department hopes to send a candidate to Police Academy on July 3rd.

 

The department’s Project Life Saver training has begun.

 

The E-Citation printers have arrived.

 

The department’s newest Public Safety Dispatcher, Jessica Paszkowski has been released from training and is performing well.  

 

This year’s Junior Police Academy will take place the first week of August.

 

The department’s Traffic Enforcement Officer, PFC Gray has temporarily been placed back on patrol, but will be returned to traffic enforcement in the near future.

 

PFC Devin recently completed bike patrol training.

 

The Simsbury Performing Arts Center is gearing up for a busy summer season with numerous concerts already scheduled.

 

The individual suspected in the recent shooting was arrested on June 9th.

 

A personnel change will be occurring in the Police Record Department due to changes to the Administrative Secretary I position at the Library.  Police Records Clerk, Elizabeth Sagan will be “bumped” out of her position by an individual with more seniority, per the CSEA, SC&L bargaining agreement language.  Elizabeth will be moving to the Senior Center Clerk position and Nicole Sisk will be coming to Records, effective July 1, 2014.

8.         NEW BUSINESS

 

Chief Ingvertsen introduced candidate for probationary patrol officer, Trevor Brittell to the Commission and then presented a brief biography of the candidate.  Trevor has served as a Judicial Marshal for over eight years and is an instructor for the CT Army National Guard.

Chief Ingvertsen sought authorization from the Commission to appoint Trevor upon his successful completion of a background check, polygraph, psychological exam and physical.

 

After Trevor answered the Commission’s questions Commissioner Long made a motion, seconded by Commissioner Eisenmann and passed unanimously to approve the appointment of Trevor Brittell as a probationary patrol officer once all of the above stated requirements have been met.  Justin thanked the Commission and stated that he is looking forward to working in Simsbury and serving the community.

 

9.         AJOURNMENT

 

Commissioner Long made motion to adjourn at 7:30 P.M. Commissioner Cosgrove seconded the motion.  All were in favor and the motion passed.
