POLICE COMMISSION 
SPECIAL MEETING
NOVEMBER 12, 2013


1. CALL TO ORDER

The Special Meeting of the Police Commission was called to order at 7:03 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Brendan Walsh, Commissioner Harvey Goodfriend, Commissioner Michael Long, Commissioner Edward Cosgrove, Chief Peter Ingvertsen and Captain Nicholas Boulter.  Commissioner Eisenmann was not in attendance.

3. CORRESPONDENCE

Commissioner Goodfriend read the Summary of Letters received since the last Regular Meeting of the Commission on September 9, 2013. (Addendum 1)

4. APPROVAL OF MINUTES

Commissioner Goodfriend made a motion, seconded by Commissioner Cosgrove and passed unanimously to approve the minutes of the October 15, 2013 Special Meeting.  (Addendum 2)

5. PUBLIC AUDIENCE

none

6. OLD BUSINESS

Chief Ingvertsen briefed the Commission on the proposed Knox Box System and then turned the presentation over to Captain Boulter, who provided the Commission with the details of the technology. (Addendum 3)


Captain Boulter provided the Commission with the details of Project Lifesaver, a program which provides equipment and training for police personnel.  The program facilitates the safe and efficient return of at-risk individuals who are lost or who have wandered away.  Captain Boulter indicated that the department has already been approved for a grant which will cover the initial cost to start the program.  A second
grant that will provide funds for equipment is pending and the department should
receive notification of grant approval in December 2013. (Addendum 4)


Commissioner Long asked for an update on the recovery of funds lost as a result of the March 2012 MVA that injured 3 officers.  Chief Ingvertsen indicated that he had not received any further information, but he would follow up with Town’s Attorney.

7. REPORTS

a. Chairman’s Report

Chairman Walsh notified the Commission that Commissioner Goodfriend had presented him with a letter of resignation from the Police Commission.  Commissioner Goodfriend will be selling his home in Simsbury and will be moving out of Simsbury.  Chairman Walsh and Chief Ingvertsen both wholeheartedly thanked Commissioner Goodfriend for his over twelve years of service on the Commission.  Commissioner Goodfriend responded that it has been his pleasure and he truly enjoyed his time serving on the Police Commission.

b. Chief’s Report

The Chief reported the following:

Laurel Mandel, the department’s newest probationary non-certified officer is doing very well in the Police Academy.  The Department’s newest certified officer, Jamie Ball is completing the final phase of his field training and should be released by the end of the month.

PFC John Mimnaugh will be retiring effective November 30, 2013, after thirty years of service.

The Department is currently interviewing certified officers and hopes to make a selection in the near future.

The Department was recently awarded two 2012 Law Enforcement Challenge Awards: Best Overall – Occupant Protection Safety Program and Third Place – Municipal 3 Category (overall in all categories).  The Department is very proud of these awards and hopes to continue to compete in future Law Enforcement Challenges.

Chief Ingvertsen recently graduated and received his Legal Traffic Authority certification from the Connecticut Municipal Legal Traffic Authority Program.

8. AJOURNMENT

Commissioner Goodfriend made motion to adjourn at 7:50 P.M. Commissioner Long seconded the motion.  All were in favor and the motion passed.
