POLICE COMMISSION 
REGULAR MEETING
DECEMBER 10, 2012

1. CALL TO ORDER

The Regular Meeting of the Police Commission was called to order at 6:59 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Michael Long, Commissioner Edward Cosgrove, Commissioner Harvey Goodfriend, Commissioner Brendan Walsh, Chief Peter Ingvertsen and Captain Nicholas Boulter.  Commissioner Carl Eisenmann was not in attendance.   

2. CORRESPONDENCE

Commissioner Walsh read the Summary of Letters received since the last Regular Meeting of the Commission on October 9, 2012. (Addendum 1)

3. APPROVAL OF MINUTES

Commissioner Goodfriend made a motion, seconded by Commissioner Cosgrove and passed unanimously to approve the minutes of the October 9, 2012 Regular Meeting.  (Addendum 2)

4. PUBLIC AUDIENCE

There was one member of the public present at the meeting, no questions or concerns were raised.

5. OLD BUSINESS

The Chief provided the Commission with an update on the negotiations between the Town and the IBPO.

The Commission was also notified by the Chief that the Police Department’s newest probationary officer, Jeremy Cormier will be graduating from the Police Academy on Thursday, December 20th at 6:00 P.M.

b. Chief’s Report

The Chief provided the Commission with an update on the following:

• The Stuff-a-Cruiser event will take place on December 12th.

• The Heroes and Hounds Holiday Drive in support of the military and their working dogs spearheaded by the Town’s ACO has ended.  More than 100 boxes will be

shipped overseas and a presentation will be held in the Police Department on December 14th.  Notable expected attendees are Senator Richard Blumenthal, Fidelco’s Elliot Russman and Lisa Phillip’s founder of the Retired Military Working Dog Assistance Organization.

• The annual Skate and Share program will take place on December 21st at Simsbury Farms skating rink.

• The Dispatch Console upgrade is in process and should be completed in January 2013.

c. Special educational presentation by Detective Sergeant Thomas Sheehan on the Juvenile Review Board process.

Detective Sergeant Sheehan provided the Commission with the overall mission and goal of the Juvenile Review Board, including the roles of the Police Department, Social Services and the Board of Education.  The Commission had a number of questions to which Sergeant Sheehan responded.  The Commission thanked Sergeant Sheehan for his informative presentation.  

d.  Consolidated Monthly Report for September and October 2012 (Addendum 3)

Commissioner Goodfriend commented that there has been an annual decrease in motor vehicle accidents with property damage.

7. NEW BUSINESS

The 2013 Police Commission meeting schedule was discussed and it was decided that it would be finalized at the next meeting.

Commissioner Cosgrove asked if there has been any discussion regarding the potential commercial farming of medical marijuana in Connecticut.  The Chief indicated that he will be discussing the subject with Town Planner, Hiram Peck.   

8. AJOURNMENT

Commissioner Goodfriend made motion to adjourn at 8:05 P.M. Commissioner Walsh seconded the motion.  All were in favor and the motion passed.
