Town of Simsbury Board of Ethics
Minutes of Special Meeting January 29, 2014

Present: Peter Kellogg, Chair; David M. Moore, Vice-Chair/Secretary; Polly Maier, Robert Heagney, Barbara Petitjean and Kevin Crimmins (via telephone).

Absent: None.

Guest: None.

The Special Meeting for the Simsbury Board of Ethics, after having moved to the Registrar of Voters room to accommodate the telephonic presence Board Member Crimmins and having duly posted the change of location, was called to Order at 7: 10 p.m., a quorum having been determined by the Chair.

A motion was made to approve the minutes of the December 23, 2013 meeting by Vice-Chair/Secretary Moore and said motion was seconded by Board Member Maier. Said Motion passed unanimously.

A motion was made to go into Executive (closed) Session, to further consider the requested Advisory Opinion for Selectman Michael Paine by Board Member Heagney and seconded by Board Member Petitjean. The motion passed unanimously, and the Board went into Executive Session, as of 7:12 p.m.

A motion was made to come out of Executive Session by Vice-Chair/Secretary Moore and seconded by Board Member Petitjean. The motion passed unanimously, and the Board came out of Executive Session at 8:44 p.m.

A motion was made to Approve and adopt the First Section of the Advisory Opinion by Board Member Petitjean and said Motion was seconded by Board Member Heagney. The Motion passed unanimously.

A motion was made to Approve and adopt the Second Section of the Advisory Opinion by Board Member Petitjean and said Motion was seconded by Board Member Heagney. The Motion passed by a vote of 4-2, with Chairman Kellogg and Board Members Heagney, Maier and Petitjean voting in favor and Vice-Chair/Secretary Moore and Board Member Crimmins voting against.

A motion to adjourn was made by Vice-Chair Moore and Seconded by Board Member Heagney. The Motion passed unanimously, and the meeting was adjourned at 8:45 p.m.
