SPECIAL MEETING MINUTES

Monday, August 7, 2017 at 5:30PM

Simsbury Town Hall – Main Meeting Room

PRESENT:  Jennifer Murnane, Anca Dragulski, Anneliese Frank, Paul Lanza, and Jonathan Laschever. 

 

ABSENT:  Ronald Perry.

ALSO PRESENT:  Town Planner Jamie Rabbitt and Assistant Town Planner Michael Glidden.

 

I. CALL TO ORDER:

Chairman Jennifer Murnane called the meeting to order at 5:30PM.

 

II.  ROLL CALL:

1.  Appointment of Alternates.

No business discussed.

 

III.  APPLICATIONS:

1.  Discussion and Possible Action:
a.  Application #17-34 of Marek L. Kement, P.E., L.S., Anchor Engineering Services, Inc., Agent; Wolf Restaurant, LLC, Owner; for a Site Plan Amendment for the construction of an addition to Abigail’s Restaurant on the property located at 4 Hartford Road (Assessor’s Map G1, Block 145, Lot 001). Zone B-1.

Marek Kement, P.E., L.S., of Anchor Engineering, accompanied by Architect Matthew Montana, appeared before the Board regarding this application.  Mr. Montana reported that he had worked with Town Planner Jamie Rabbitt in an effort to revise the drawings, creating a more traditional appearance, following the last meeting.  He noted that the windows in the proposed addition mirror the existing building.  A barn-type traditional style was presented, with Mr. Montana noting the six-paneled door.  He noted that the horizontal siding on the bottom has been brought down on the addition.  Mr. Rabbit confirmed that he has worked with the architect over the past week in terms of how to shed water and how to balance the building. 

 

A second additional option was also presented to the Board.  Mr. Rabbitt suggested a transit type window for the first, barn-type option. 

 

The second design presented was deemed more appropriate but with shorter and narrower windows. 

 

The landscaping was discussed, noting that much of the linear view of the building will be broken up with plantings such as an Atlas Blue Cedar. 

 

It was also agreed that a front facing gable along with a rectangular venting window at the top would be included. 

 

MOTION: Mr. Laschever, Ms. Dragulski second, to forward to the Zoning Commission Application #17-34 of Marek L. Kement, P.E., L.S., Anchor Engineering Services, Inc., Agent; Wolf Restaurant, LLC, Owner; for a Site Plan Amendment for the construction of an addition to Abigail’s Restaurant providing a favorable recommendation to the Zoning Commission provided that:

1. The proposed second alternate plan with forward facing gable and windows meets our approval, noting that the windows will be sized more appropriately and that the modifications will be reviewed by this Board;

2.  The siding will be brought lower on the new addition and the adjacent portion;

3.  The new addition will be painted the same colors as the main building;

4.  The front door will be a wooden six-paneled door painted an appropriate colonial color of red or blue with period hardware; and

5.  The window shown in the upper gable be changed from a standard farm-six-light to a rectangular venting window of the period; unanimously approved.

IV.  APPROVAL OF MINUTES – July 24, 2017 Regular Meeting:

MOTION:  Ms. Murnane, Mr. Laschever second, to approve the July 24, 2017 Minutes; unanimously approved.

 

V.  ADJOURNMENT:
MOTION:  Mr. Perry, Ms. Dragulski second, to adjourn at 6:15PM; unanimously approved.
