REGULAR MEETING- Thursday, March 3, 2022

I. CALL TO ORDER

 

The Regular Meeting of the Historic District Commission was called to order at 7:02 P.M. via Zzoom Meeting.

 

II. ROLL CALL

 

Commission members present were: Chad Alfeld, Heather Goetz, and Mark Nyquist.

 

Commission members absent were: Patty Hyyppa, Dianne Mead, and Scott Wilson.

 

Also present were Laura Barkowski, Code Compliance Officer; and other interested parties.

 

Chad Alfeld was appointed as a regular member for tonight’s meeting.

 

III. APPLICATIONS

 

1. PUBLIC HEARING

  1. Application #22-02 of Ronald & Stacey Mairano, Owner for a Certificate of Appropriateness to install a 36’ x 34’ post and beam barn at the home located at 40 East Weatogue Street. Zone R-40.
  • Mr. Mairano explained that Country Carpenters had provided a quote. The structure would be made of eastern white pine. The roof and trim would be premium grey tilt pine 1x6, also in eastern white pine, and asphalt shingled. There would be doors that will swing open with a side door for additional storage. It would be 61 feet from the property line and 189 feet from the rear boundary. Construction would start in mid-May and would take about three to four weeks to construct.

 

  1.  Application #22-03 of Robert McCusker, Owner for a Certificate of Appropriateness to install 24 solar panels on the roof of the home located at 45 East Weatogue Street (Assessor’s Map H14, Block 108, and Lot 008). Zone R-40.

 

  • Mr. McCusker explained that the solar panels will be divided between the main part of the roof of the house and on the roof of the barn.
  • Mr. Nyquist was concerned about the colors and consistency of the panels and them being out of place in a historic district.
  • Mr. Alfeld commented on how previous applicants have been also been denied because solar panels do not look historic.

 

2. DISCUSSION OF POSSIBLE ACTION

 

            a. Application #22-02 of Ronald & Stacey Mairano, Owner for a Certificate of     Appropriateness to install a 36’ x 34’ post and beam barn at the home located at 40 East           Weatogue Street. Zone R-40.

 

  • Ms. Barkowski explained that there are two special conditions to the motion. 1: Any change of location or materials requires a return to the Historic District Commission for approval. 2. An administrative zoning permit is required.

 

MOTION: Ms. Goetz made a motion to accept Application #22-02 of Ronald & Stacey Mairano, Owner for a Certificate of Appropriateness to install a 36’ x 34’ post and beam barn at the home located at 40 East Weatogue Street. Zone R-40 with the conditions that any change in location or materials would require a return to the Historic District Commission for approval, and an administrative zoning permit be obtained. Mr. Alfeld seconded the motion. The motion carried unanimously.

 

            b. Application #22-03 of Robert McCusker, Owner for a Certificate of Appropriateness to             install 24 solar panels on the roof of the home located at 45 East Weatogue Street (Assessor’s Map H14, Block 108, and Lot 008). Zone R-40.

 

MOTION: Ms. Goetz made a motion to accept Application #22-03 of Robert McCusker, Owner for a Certificate of Appropriateness to install 24 solar panels on the roof of the home located at 45 East Weatogue Street (Assessor’s Map H14, Block 108, and Lot 008). Zone R-40. The motion was not seconded. The motion was voted against unanimously.

 

IV. GENERAL COMMISSION BUSINESS

 

Not Applicable.

 

V. APPROVAL OF MINUTES of the January 6, 2022 Regular Meeting

 

MOTION: Ms. Goetz made a motion to approve the minutes as written from the January 2, 2022 Regular Meeting. Mr. Alfeld seconded the motion. The motion carried unanimously.

 

VI. ADJOURNMENT

 

Mr. Alfeld made a motion for adjournment. Ms. Goetz seconded the motion. The motion carried unanimously.
