HISTORIC DISTRICT COMMISSION

JUNE 5, 2014

MINUTES FROM SPECIAL MEETING

 

I.          ROLL CALL

Chairperson Diane Mead called the meeting to order at 7:33 p.m. in the Main Meeting Room of the Simsbury Town Offices.  Commission members present were Jonathan Laschever, Betty Woollacott, Marguerite Rodney and the Commission welcomed new member, Patricia Hyppa.  Also in attendance were Michael Glidden, Code Compliance Officer; Janis Prifti, Commission Clerk; and other interested parties. 

 

II.        APPOINTMENT OF ALTERNATES

A quorum was present.

 

III.       DISCUSSION AND POSSIBLE VOTE

Commissioner Hyppa recused herself for the discussion of Application #14-04, which was read into the record.

 

a.         Application #14-04 of Patricia L.Hyppa, Owner, for a Certificate of Appropriateness for the construction of a run-in shed for horses on the property located at 42 East Weatogue Street (Map H14, Block 109, Lot 020). Zone R-40.

The Applicant provided site layout information to the Commissioners and indicated the shed would be located to the right of the current horse barn and back further; the opening would face the horse barn.  The purpose of the shed is to allow the horses the opportunity to get out of the sun and rain.  The barn is behind the house.  The shed roof would match the barn roof color and both barn and shed would be board and batten; a sample of the color was provided.  Town Staff confirmed that even though the barn has no floor and would be on 4x4s in the ground that could be moved, it is still a permanent structure.  The Applicant's intent was that it would remain in this location.

Commissioner Laschever made a motion to approve the Application as appropriate. 

Commissioner Mead seconded the motion, and it was passed unanimously.

Commissioner Hyppa rejoined the meeting.

 

IV.       OTHER MATTERS AS MAY PROPERLY BE BROUGHT BEFORE THE COMMISSION

The Commissioners discussed the missing signs for the Historic District.  Town Staff confirmed that the "Terrys Plain" sign is in the Conservation Officer's office.  It was noted there are 2 "Scenic Road" signs on Terry's Plain that may be missing.  Town Staff will check the records to see if the signs were ordered or in existence.  The Commissioners were advised of Mr. Beach's retirement.

The Commissioners discussed the unpermitted fence at the former Cobbledick residence which has now been taken down, but the new owners did not file for a Certificate of Appropriateness and asked Town Staff to notify the owners.   The new owners are responsible for the fence, but it was assumed they were not aware of the COA requirement.

The Commissioners noted that at some point the handbook needs to be updated and potentially each Commissioner would be assigned responsibility for a section.  While no major revisions would be required, there may be some minor changes.  The Commissioners discussed the methodology for assuring Historic District residents are aware of the handbook, e.g. via a flyer to the realtor community so their clients are informed prior to closing.  It should be a selling point for the realtor.

 

V.        APPROVAL OF MINUTES OF May 8, 2014, May 1, 2014, and April 24, 2014

For the May 8, 2014 Minutes:

Commissioner Mead made a motion to approve the May 8, 2014, minutes as written.

Commissioner Rodney seconded the motion, and it was passed unanimously.

For the May 1, 2014 Minutes:

            On Line 101, the word "curves" is corrected to "curbs".

Commissioner Laschever made a motion to approve the May 1, 2014, minutes, as amended.

Commissioner Rodney seconded the motion, and it was passed unanimously.

For the April 24, 2014 Minutes:

            On Line 19, the spelling of the name "Carmelic" is corrected to "Carmelich".

Commissioner Mead made a motion to approve the May 1, 2014, minutes, as amended.

Commissioner Laschever seconded the motion, and it was passed unanimously.

 

IV.       ADJOURNMENT

Commissioner Laschever made a motion to adjourn the meeting at 8:00 p.m.  Commissioner Rodney seconded the motion, and it was passed unanimously.
