MINUTES FROM SPECIAL MEETING

SUBJECT TO VOTE OF APPROVAL

 

 

I.             CALL TO ORDER

 

Chairman William Rice opened the Special Meeting of the Planning Commission at 7:00 p.m. in the Program Room at the Simsbury Public Library

 

II.            ROLL CALL

 

Commission members in attendance were:  Holly Beum, Robert Kulakowski, Alan Needham, William Rice, and Erin Leavitt-Smith.   Absent: Elizabeth Burt, Ron Locandro, Gary Lungarini and Mark Drake. 

 

Also present were Jamie Rabbitt, Director of Planning and Community Development; Mike Glidden, Assistant Town Planner; and Glenn Chalder, Planimetrics, Inc. 

 

 

III.           APPROVAL OF MINUTES – July 11, 2017

 

There was one correction to line #113 regarding clarifying the reference to the public gathering permit process and that it was an objection to camp fires as part of the application/event.

 

IV.          NEW BUSINESS

 

1.            Public Hearings

a.            Proposed 2017 - Plan of Conservation and Development (POCD)

 

Bill Rice outlined the process associated with the development of the draft and introduced Glenn Chalder from Planimetrics who went through a power point presentation regarding the draft POCD.

After Mr. Chalder’s presentation, Mr. Rice asked for comments from members of the public who were in attendance. 

Joe Daily, 32 Nimrod Road, spoke about the dirt road near his house and the need for the town to conserve and protect the town’s water resources. He also wanted to know if there was a program to have the Town assist residents with wetlands. 

Debbie Thibodeau, 5 Woodcliff Drive, made specific recommendations regarding the mission statement on page two, page 41, to include May as bike month, add greenway to aesthetic places and clarify East Coast Greenway, add River Trail, Page 54 add Greenways to gateway discussion and mentioned that it appeared the number/percentages associated with table/figure (Road Conditions) on page 106 were incorrect.

Bruce Elliot, 21 Lincoln Lane, spoke in favor of the plan and thanked the commission for all their work.  Mr. Chalder reminded the commission of the time frames associated with the POCD. 

Mr. Rabbitt, explained to the commission where we are in the process and that we were waiting for the Board of Selectmen to submit comments and that he was scheduled to be at the Selectmen’s meeting on September 11th where he expected them to make a recommendation to the Planning Commission.  Mr. Rabbitt recommended that the Public Hearing be continued to the Commission’s regularly scheduled meeting on September 26th.   Mr. Rice stated that the Public Hearing will be continued to September 26, 2017 in the main meeting room of the Simsbury Town Hall at 7:00pm.  He also thanked the members of the public who attended.

V.            ADJOURNMENT. 

Robert Kulakowski made a motion to adjourn the meeting at 8:36 p.m. Alan Needham seconded the motion, and it was passed unanimously.
