POLICE COMMISSION 
REGULAR MEETING
JANUARY 14, 2013

1. CALL TO ORDER

The Regular Meeting of the Police Commission was called to order at 7:03 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Michael Long, Commissioner Edward Cosgrove, Commissioner Harvey Goodfriend, Commissioner Brendan Walsh, Chief Peter Ingvertsen and Captain Nicholas Boulter.  Commissioner Carl Eisenmann was not in attendance.   

2. CORRESPONDENCE

Commissioner Walsh read the Summary of Letters received since the last Regular Meeting of the Commission on December 10, 2012. (Addendum 1)

3. APPROVAL OF MINUTES

Commissioner Goodfriend made a motion, seconded by Commissioner Walsh and passed unanimously to approve the minutes of the December 10, 2012 Regular Meeting.  (Addendum 2)

4. PUBLIC AUDIENCE

There were no members of the public present at the meeting.

5. OLD BUSINESS

The Chief provided the Commission with an update on the three officers that were injured in the March 2012 motor vehicle accident.  Chairman Long inquired about additional overtime expense that may be incurred as a result of the accident.  The Chief indicated that because two of the injured officers have been able to remain on the job in a restricted capacity the department incurred minimal additional overtime expenses.

Chairman Long asked about the recovery of overtime costs from the officer who was injured in 2010 and the most recent accident in March 2012.  The Chief responded that so far no funds have been recovered from the parties at fault, but he has been told that the Town continues to pursue the recovery.

An update was provided to the Commission on the potential commercial farming of medical marijuana in Connecticut.  The Chief indicated that he has discussed the subject with Town Planner, Hiram Peck and he is now waiting for the Zoning Commission to contact him.  

The Commission was also notified by the Chief that the Police Department’s newest probationary officer, Jeremy Cormier has graduated from the Police Academy and is now working in the department and is currently in Field Training. 

The Chief explained to the Commission that one of the Department’s younger officers was currently in the hiring process with Middletown and may be leaving in the near future to pursue a career in a larger more metropolitan community.

Chairman Long asked if the Town’s current hiring freeze will apply to the Police Department if we need to replace officers and the Chief indicated that he had been assured by the First Selectman’s office that it did not.

The Chief reported that the Department’s December events: Stuff-a-Cruiser and Skate & Share both went well and continue to be popular with the public.  The Heroes and Hounds Military Drive continues to grow every year, with over 200 boxes being sent out to active members of the military and their working canines this year.  In addition to the previously mentioned events, the November Senior Luncheon at the Senior Center, where the Chief, the Lieutenant, PFC Mimnaugh and PFC Chase served, was very well attended.

The Chief notified the Commission that the Department’s Community Survey has been sent out to over 900 Simsbury property owners.

The Commission was informed by the Chief that the Department‘s preliminary budget was being finalized and a copy would be submitted to the Commissioners as soon as it was complete.

Commissioner Cosgrove noted that there had been an increase in Fingerprinting.  The Chief explained that the majority of the fingerprinting performed by the Department is for the Board of Education and for Pistol Permit applicants.

7. NEW BUSINESS

a. Election of Officers

Commissioner Cosgrove made a motion, seconded by Chairman Long to nominate Commissioner Walsh as the Chairman of the Simsbury Police Commission.
Chairman Long made motion, seconded by Commissioner Cosgrove to close
the nominations, Commissioner Goodfriend indicated that he would abstain from voting and requested that for future nominations that a formal process be documented.  All voting members of the Commission were in favor of the nomination and the motion to nominate Commissioner Walsh as Chairman passed.

Commissioner Cosgrove made a motion, seconded by Chairman Walsh to nominate Commissioner Goodfriend as the Clerk of the Simsbury Police Commission.  Commissioner Long made motion, seconded by Commissioner Cosgrove to close the nominations, all were in favor and the motion to nominate Commissioner Goodfriend as Clerk passed.

b. Proposed Meeting Schedule - 2013

Commissioner Goodfriend made motion, seconded by Commissioner Cosgrove to accept the 2013 meeting Schedule, all were in favor and the motion passed. 

8. EXECUTIVE SESSION

Commissioner Long made motion to go into Executive Session at 8:00 P.M. Commissioner Cosgrove seconded the motion. All were in favor and the motion passed.

Commissioner Long made motion to leave Executive Session at 8:08 P.M. Chairman Walsh seconded the motion.  All were in favor and the motion passed.
  
9. AJOURNMENT

Commissioner Goodfriend made motion to adjourn at 8:09 P.M. Commissioner Long seconded the motion.  All were in favor and the motion passed.
