REGULAR Meeting

JANUARY 13, 2014

1.         CALL TO ORDER

 

The Regular Meeting of the Police Commission was called to order at 7:05 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Brendan Walsh, Commissioner Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Commissioner James Fleming, Chief Peter Ingvertsen and Captain Nicholas Boulter.  .

Commissioner Long read the Summary of Letters received since the last Regular Meeting of the Commission on December 9, 2013. (Addendum 1)

 

 

4.         APPROVAL OF MINUTES

 

Commissioner Eisenmann made a motion, seconded by Commissioner Cosgrove and passed unanimously to approve the minutes of the December 9, 2013 Regular Meeting.  (Addendum 2)

Chief’s Report

 

Chief Ingvertsen reported the following:

 

The Department is compiling data for the Town’s Attorney to use to pursue recovery of overtime costs associated with the March 30, 2012 MVA where three of the Department’s officers were injured.

 

The FY 15 budget process is underway and the Commission will be presented with the Department’s proposed budget prior to the January 31, 2014 submission deadline.

 

The Department is currently down one Dispatcher and has advertised to fill the position.

New probationary officer Jamie Ball is on the road and is performing very well.  Probationary officers, Mandel and Camacho are both still attending the academy.  Reports received on Mandel continue to be excellent and Camacho just entered the academy on January 6th.  Interviewing of both certified and non-certified candidates continues in anticipation of four possible retirements in the near future.  Chairman Walsh asked if the Department could manage without filling all of the potential vacancies.  The Chief responded that the Department needed all thirty-six officers to be adequately staffed.

 

This year the Department’s Citizen’s Police Academy will be held from February 13th through April 10th.  

 

The IBPO’s pension arbitration meeting is set for January 17th.

The Commission had no comments.

 

8.         NEW BUSINESS

 

Commissioner Eisenmann made a motion, seconded by Commissioner Cosgrove and passed unanimously to nominate Commissioner Walsh as the Police Commission’s Chairman.

 

Commissioner Cosgrove made a motion, seconded by Commissioner Eisenmann and passed unanimously to nominate Commissioner Long as the Police Commission’s Clerk.

 

Commissioner Eisenmann stated that on behalf of the Police Commission he would like to commend Harvey Goodfriend for his tireless service during his over 12 years as a member of the Police Commission.  He also stated that Mr. Goodfriend was a valuable and loyal member of the Commission, and had been dedicated to both the Police Department and to the citizens of Simsbury.  Commissioner Eisenmann further suggested to the Commission that Mr. Goodfriend’s service be commemorated with a plaque.  All members of the Commission were in agreement with Commissioner Eisenmann’s suggestion.

9.         AJOURNMENT

 

Commissioner Long made motion to adjourn at 7:53 P.M. Commissioner Cosgrove seconded the motion.  All were in favor and the motion passed.
