POLICE COMMISSION 
REGULAR MEETING
APRIL 8, 2013

1. CALL TO ORDER

The Regular Meeting of the Police Commission was called to order at 7:01 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Brendan Walsh, Commissioner Harvey Goodfriend, Commissioner Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Chief Peter Ingvertsen and Captain Nicholas Boulter.

3. CORRESPONDENCE

Commissioner Goodfriend read the Summary of Letters received since the last Regular Meeting of the Commission on March 11, 2013. (Addendum 1)

4. APPROVAL OF MINUTES

Commissioner Goodfriend made a motion, seconded by Commissioner Eisenmann and passed unanimously to approve the minutes of the March 11, 2013 regular Meeting.  (Addendum 2)

5. PUBLIC AUDIENCE

none

6. OLD BUSINESS

The Chief informed the Commission that the 13th annual Citizens’ Police Academy Graduation and Simsbury Police Department Awards Ceremony will take place on
April 25th at 6:30 PM at La Trattoria in Canton.

The Commission was updated on the progress of the process to hire a new certified officer to replace the officer who left the department in January.

An update regarding the progression of the continuing negotiation of the IBPO contract was provided to the Commission by the Chief.

b. Chief’s Report

The Chief reported the following:

Social Services is funding an educational drive which will take place in late April and will address the issue of cell phone use while driving. 

On April 20th there will be a shredding event from 9-11:00 AM in the Town Hall parking lot.  Residents will be allowed to bring up to 3 bags of material for confidential shredding.  The Chamber of Commerce is also hosting an electronics recycling event the same day in the plaza where Duncan Donuts is located.

An update was provided to the Commission on the status of the three officers who were injured in the March 2012 motor vehicle accident.  One officer is back at full duty, a second is still on restricted duty, but is making steady progress and should be released to full duty soon.  The third injured officer is scheduled for surgery on April 18th and hopes to return to full duty within 5-6 months post-op.

The Department’s newest officer has been released from Field Training and is now working on his own.

8. NEW BUSINESS

The Chief reported to the Commission that three new cruisers have been ordered and delivery is expected this spring. 

Chairman Walsh asked if the Department was assisting with the Presidents visit to Hartford.  The Chief reported that 5 officers had been sent to assist with the 50 posts that needed to be covered on the President’s travel route. 

Commissioner Long asked for an update on the 2nd School Resource Officer position that the Department was pursuing with the Board of Education.  The Chief indicated that the position had been approved and that the cost of the position would be shared equally between the Police Department and the Board of Education.  The Chief also reported that the Department was pursuing additional SRO grant money.

9. AJOURNMENT

Commissioner Goodfriend made motion to adjourn at 7:25 P.M. Commissioner Eisenmann seconded the motion.  All were in favor and the motion passed.
