POLICE COMMISSION

REGULAR MEETING

JANUARY 12, 2015

1.         CALL TO ORDER

 

The Regular Meeting of the Police Commission was called to order at 7:05 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Brendan Walsh, Commissioner Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Commissioner James Fleming, Chief Peter Ingvertsen and Captain Nicholas Boulter.

3.         CORRESPONDENCE

 

Commissioner Long read the Summary of Letters received since the last Regular Meeting of the Commission on December 8, 2014. (Addendum 1)

 

 

4.         APPROVAL OF MINUTES

 

Commissioner Cosgrove made a motion, seconded by Commissioner Long and passed unanimously to approve the minutes of the December 8, 2014 Regular Meeting.  (Addendum 2)

 

5.         PUBLIC AUDIENCE

 

none

 

6.         OLD BUSINESS

 

The Chief reported that the Department’s probationary patrol officer, Trevor Brittell has graduated from the police academy and is currently in field training.  Probationary patrol officer, Anthony Capezzali has been released from field training and is now patrolling independently and is performing very well.  PFC Dill is expected to retire at the end of February which will leave the Department with two retirement vacancies to fill.  Sergeant Critz who was injured in the 2012 motor vehicle accident is still out and is scheduled to have surgery in mid-February.  Chairman Walsh asked for an update on the homicide investigation which the Chief provided.  He indicated that the Department is still very focused on the case and continues to work with the FBI.

Chief Ingvertsen reported the following:

 

The Ethel Walker traffic light project is still moving forward.

 

The Ensign-Bickford Aerospace pedestrian crossing project has begun.

Work will begin soon at the intersection of Route’s 309 and 167 to bring the traffic control signal up-to-date.

 

The pedestrian crossing signal at the intersection of Routes 10 and 167 will be adjusted to allow for a longer pedestrian crossing period. 

 

This year the Department’s Citizen’s Police Academy will be held from February 12th through April 23rd.

No issues were noted.

 

8.         NEW BUSINESS

 

Commissioner Cosgrove made a motion, seconded by Commissioner Fleming and passed unanimously to elect Commissioner Long as the Police Commission Chairman.

 

Commissioner Cosgrove made a motion, seconded by Commissioner Walsh and passed unanimously to elect Commissioner Fleming as the Police Commission Clerk.

 

Chief Ingvertsen and Captain Boulter presented the 2016 Budget overview to the Commission.  The Commission raised questions regarding the budget changes due to the impending requirements for increased services due to planned/approved future development in Simsbury. The Commissioner’s questions were answered and supported with compiled data.  The Commissioners all indicated that they supported the budget as it was presented.  The Commission encouraged the Department to incorporate into their presentation clear illustrations of services that may be reduced or eliminated due to the increased demands that will be placed on the Department.  Chairman Long asked that the Commission receive copies of the final PowerPoint presentation and be notified when the Budget Workshops were scheduled.

 

9.         AJOURNMENT

 

Chairman Long made motion to adjourn at 8:20 P.M. Commissioner Cosgrove seconded the motion.  All were in favor and the motion passed.
