POLICE COMMISSION

REGULAR MEETING

MARCH 9, 2015

 

1.        CALL TO ORDER

 

The Regular Meeting of the Police Commission was called to order at 7:06 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Michael Long, Commissioner James Fleming, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Chief Peter Ingvertsen and Captain Nicholas Boulter.  Commissioner Brendan Walsh was not present.

3.         CORRESPONDENCE

 

Commissioner Fleming read the Summary of Letters received since the last Regular Meeting of the Commission on January 12, 2015. (Addendum 1)

 

4.         APPROVAL OF MINUTES

 

Commissioner Fleming made a motion, seconded by Commissioner Cosgrove and passed unanimously to approve the minutes of the January 12, 2015 Regular Meeting.  (Addendum 2)

 

5.         PUBLIC AUDIENCE

6.         OLD BUSINESS

 

The Chief reported that the Department’s probationary patrol officer, Trevor Brittell is finishing up his field training and should be released in mid-April.  PFC Jonathan Dill retired on February 27, 2015.  Sgt. Mark Critz recently had back surgery and is recuperating at home.  Sgt. Critz will begin rehabilitation next week.  PFC Matthew Christian has been made an Acting Sergeant and will temporarily assume the responsibilities of the Administrative Sergeant. The Chief is scheduled to be deposed on March 11, 2015 for the Town of Simsbury v. Corinne Nevers lawsuit.  A brief update on the November homicide was provided to the Commission by the Chief.  The installation of the new crossing light at Ethel Walker School is being coordinated by Ethel Walker School officials and the State of Connecticut.  The new “Hawk” crossing light system is complete and operational at the Ensign Bickford Aerospace & Defense pedestrian crosswalk.  The 2015 Citizen’s Police Academy class has begun and the 15 participants are very enthusiastic.  The IBPO collective bargaining agreement has been signed and will be in place from July 1, 2014 until June 30, 2017.

Chief’s Report

 

Chief Ingvertsen reported the following:

 

The Department is currently investigating 18 reported IRS scams.  This is a marked increase from previous years.

 

The Department has applied for an $18,000. JAG grant that if received will be used to purchase some of the items that were requested under CNR in the FY 2016 budget.

 

On April 18, 2015 another shredding event will be held in the parking lot of the Town Hall from 9:00 AM to 1:00 PM.

 

The Department continues to look for new innovative ways to attract excellent diverse candidates.

No issues were noted.

 

8.         NEW BUSINESS

 

Chief Ingvertsen and Captain Boulter made a presentation to the Commission which supported the FY 2016 budget that was submitted to the Board of Selectmen at the Department’s recent budget workshop.  The presentation was very well received by the Commission and they unanimously indicated that they supported the budget as it was presented.

 

9.         AJOURNMENT

 

Commissioner Cosgrove made motion to adjourn at 8:06 P.M. Chairman Long seconded the motion.  All were in favor and the motion passed.
