POLICE COMMISSION

REGULAR MEETING

MAY 11, 2015

 

1.         CALL TO ORDER

 

The Regular Meeting of the Police Commission was called to order at 7:00 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Commissioner Brendan Walsh, Chief Peter Ingvertsen and Captain Nicholas Boulter.  Commissioner James Fleming was not present.

 

2.         PLEDGE OF ALLEGIANCE

 

7.         REPORTS

 

Chairman Long made motion seconded by Commissioner Walsh and passed unanimously to amend the agenda to move a portion of the Chief’s Report to follow the Pledge of Allegiance.

 

Chief Ingvertsen introduced Attorney Eric Daigle, an attorney and law enforcement professional who presented the Commission with a history of the use of Tasers in law enforcement agencies in Connecticut and nationwide.  During the discussion the Commissioners asked questions regarding current legislation, initial and ongoing Taser training, injury reduction for both the officer and subject, and how the use of a Taser can reduce the use of other lethal force weapons.  The Commission found the discussion informative and thanked Attorney Daigle for attending the meeting.

 

3.         CORRESPONDENCE

 

Commissioner Cosgrove read the Summary of Letters received since the last Regular Meeting of the Commission on April 13, 2015. (Addendum 1)

 

4.         APPROVAL OF MINUTES

 

Commissioner Eisenmann made a motion, seconded by Commissioner Cosgrove and passed unanimously to approve the minutes of the April 13, 2015 Regular Meeting.  (Addendum 2)

 

5.         PUBLIC AUDIENCE

 

none

 

6.         OLD BUSINESS

 

The Chief reported that he was deposed in the Town of Simsbury v. Corinne Nevers lawsuit and that Lt. Sifodaskalakis is now also scheduled for a deposition in the same matter on June 11th.  The Chief communicated to the Commission that the suggestions that they made after the April 13th presentation by Officer J. P. Lessard on the Department’s Residential and Commercial Security Assessment have been implemented.

7.         REPORTS

 

Chairman’s Report

 

Chairman Long reported that he had attended the CPA Graduation Dinner on April 30th and that he felt that the program was remarkable and hopes that it will continue to be popular with residents.

 

Chief’s Report

 

Chief Ingvertsen reported the following:

 

Officer Kevin Marano is progressing rapidly through his field training and should be released in the next 2 – 3 weeks.  Officer Justin Johnson continues to perform well in the Police Academy.

No issues were noted.

 

8.         NEW BUSINESS

 

Chairman Long noted that the Town had contracted with a professional survey company and has asked all commissions for suggested survey question topics.

 

9.         AJOURNMENT

 

Commissioner Cosgrove made motion to adjourn at 7:50 P.M. Commissioner Walsh seconded the motion.  All were in favor and the motion passed.
