Regular Meeting

September 16, 2015

1.         CALL TO ORDER

The Regular Meeting of the Police Commission was called to order at 7:02 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Michael Long, Commissioner Brendan Walsh, Commissioner James Fleming, Chief Peter Ingvertsen, Captain Nicholas Boulter and Lt. Fred Sifodaskalakis.

Commissioner Fleming read the Summary of Letters received since the last Regular Meeting of the Commission on June 8, 2015 and the Special Meeting held on August 6, 2015.

4.         APPROVAL OF MINUTES

Commissioner Fleming made a motion, seconded by Commissioner Walsh and passed unanimously to approve the minutes of the June 8, 2015 Regular Meeting. (Addendum 2)

Commissioner Fleming made a motion, seconded by Commissioner Walsh and passed unanimously to approve the minutes of the August 6, 2015 Special Meeting.

6.         OLD BUSINESS

The Chief updated the Commission on the following:

The trial date in the matter of Town of Simsbury v. Corinne Nevers has been scheduled for December 1, 2015.

The Department’s Taser training has begun and will continue with a two day training event with Blue Line Mobile Training.  Blue Line will bring a mobile training facility to the Department or a location of our choice.  Each officer will get a minimum of 1 hour of individual scenario based training in the mobile facility.  The Department will have two officers who will receive additional training to become Taser Trainers.  The Department’s overall training will be even more comprehensive than that of any other area department.  The Commissioners expressed interest in viewing the Blue Line Mobile Training Facility when it is onsite.

All concerts and events that were held during the summer 2015 season at the Simsbury Performing Arts Center went very well and were incident free.

b.  Chief’s Report

Chief Ingvertsen reported the following:

The Jr. Police Academy and Senior Picnic were both very well attended.  The Jr. Police Academy was a large group with 27 participants and the Senior Picnic had over 220 happy customers.

The entry level process for police officer will begin on Friday, September 18th.  The Department along with other area agencies will also participate in an upcoming process in Avon.

The Department’s Traffic Enforcement Grant award was reduced by the state DOT due to the large number of departments that applied for the grant this year.  The grant award of $8,000. enabled the Department to perform focused traffic enforcement and purchase two new radar units.

The Department will be participating in the Federal Protective Vest program which provides 50% reimbursement from the Department of Justice.  

A budget update and progress report was provided to the Commissioners.

The Chief had Officer Justin Johnson, the Department’s newest Police Academy graduate provide the Commissioners with a brief overview of Academy training what life is like at the Academy.   

      c.  Consolidated Monthly Reports for May, June and July 2015

Commissioner Walsh made motion to adjourn at 7:40 P.M. Commissioner Fleming seconded the motion.  All were in favor and the motion passed.
