POLICE COMMISSION
SPECIAL MEETING
November 9, 2015
1. CALL TO ORDER
The Special Meeting of the Police Commission was called to order at 6:05 P.M. in the Police Department Training Room of the Simsbury Town Offices. Present were Chairman Michael Long, Commissioner James Fleming, Commissioner Brendan Walsh, Commissioner Edward Cosgrove, Commissioner Peter Tedone, Chief Peter Ingvertsen, Captain Nicholas Boulter and Lt. Fred Sifodaskalakis.

3. CORRESPONDENCE
Commissioner Fleming read the Summary of Letters received since the last Regular Meeting of the Commission on September 16, 2015. (Addendum 1)
4. APPROVAL OF MINUTES
Commissioner Fleming made a motion, seconded by Commissioner Walsh and passed unanimously to approve the minutes of the September 16, 2015 Regular Meeting.

6. OLD BUSINESS
The Chief made the Commission aware that the trial date in the matter of Town of Simsbury v. Corinne Nevers remains scheduled for December 1, 2015.
Chairman Long provided the Commission with the history of the Department’s Citizen Complaint Resolution Procedures including why the procedures were originally established, the details of it’s composition and the timelines regarding when it was adopted and when any revisions were made. Each Commissioner had received copies of the current procedures and the new revised version for their review prior to the meeting. After a brief discussion Chairman Long made motion, seconded by Commissioner Fleming and passed unanimously to adopt the revised Citizen Complaint Resolution Procedures, effective November 9, 2015 with the following change to the first line on page 5: achieved only through a simple majority of the members that are present and voting.

b. Chief’s Report
Chief Ingvertsen reported the following:
Officer Justin Johnson, the Department’s newest police officer is performing well and is getting good reviews from Field Training Officers assigned to him.
The process to fill the Department’s two police officer positions continues and numerous good certified prospects have been identified.
The Department’s Halloween Safety Program was very well received by the public.

No issues were noted.
8. NEW BUSINESS
Chairman Long requested that each Commission member receive a copy of the Department’s 2014 CALEA report and Strategic Plan.
The Commission discussed and agreed that a luncheon should be held to present retired Commissioner Carl Eisenmann with a plaque that commemorates his twenty-two years of dedicated service on the Police Commission.
9. AJOURNMENT
Commissioner Cosgrove made motion to adjourn at 6:55 P.M. Commissioner Walsh seconded the motion. All were in favor and the motion passed.
