REGULAR Meeting

December 14, 2015

1.         call to order

The Regular Meeting of the Police Commission was called to order at 7:02 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Michael Long, Commissioner Edward Cosgrove, Commissioner James Fleming, Commissioner Peter Tedone, Chief Peter Ingvertsen, Captain Nicholas Boulter and Lt. Fred Sifodaskalakis.  Commissioner Brendan Walsh was not in attendance.

3.         CORRESPONDENCE

Commissioner Fleming read the Summary of Letters received since the last Special Meeting of the Commission on November 9, 2015. (Addendum 1)

4.         APPROVAL OF MINUTES

Commissioner Tedone made a motion, seconded by Commissioner Fleming and passed unanimously to approve the minutes of the November 9, 2015 Special Meeting. (Addendum 2)

5.         PUBLIC AUDIENCE

none

6.         OLD BUSINESS

The Chief updated the Commission on the matter of Town of Simsbury v. Corinne Nevers.  The matter that addressed the injured officers has been settled, but the details of the settlement have not been made available yet.  The Chief is still awaiting the outcome of the suit to recover the department’s overtime costs.

Chairman Long requested that each member of the Commission receive a copy of the final Citizen Complaint Resolution Procedures approved by the Police Commission at their November 9, 2015 Special Meeting.

Chief’s Report

Chief Ingvertsen reported the following:

Officer Justin Johnson the Department’s newest academy graduate is successfully progressing through his field training and should be released by the end of the month.

The Department was presented with two awards for 2014 Traffic Safety Programs: “Best Overall Occupant Protection Safety Program” for the third year in a row and honorable mention for “Overall Traffic Safety Enforcement” based on the size of the municipality.  The Department was awarded a variable message/radar speed sign valued at over $6,000.

A luncheon was held on December 9th for retiring Police Commissioner Carl Eisenmann.  He was honored for more than 22 years of dedicated service on the Simsbury Police Commission.

The annual “Turkey Trot” Thanksgiving turkey drive was very successful this year.

The Simsbury High School Home Coming Football Game and Bonfire were well attended and there were no incidents.

The annual “Simsbury Celebrates” was held the Saturday after Thanksgiving and was also very well attended and no problems were noted.

The Simsbury Police Cadets and Citizens’ Police Academy Alumni are sponsoring a coat drive from November 2nd through January 29th, and multiple events are planned to encourage individuals to donate.

The Department’s “Stuff-a-Cruiser” event is scheduled to take place December 21st and 22nd at Necker’s Toy Store.

Riley Leonard, Records Supervisor, Mark Edwards’s granddaughter, will be hosting a Hot Cocoa Stand on Wednesday, December 16th, to collect toys and donations for the Stuff-a-Cruiser event.  Last year she collected over $400.

The Department’s Heroes and Hounds program donated $500. to a Derby, CT veteran and his service dog.  The funds will be used to defray the cost of much needed surgery for Charger, the dog.

The Chief and the Department’s Honor Guard participated in the First Selectman’s swearing-in ceremony.

The Department participated in the “Wreaths Across America” ceremony which was held on Saturday, December 12th at Center Cemetery.

The Citizens’ Police Academy is scheduled to begin on February 10th and will run into April.

No issues were noted.

8.         NEW BUSINESS

Chief Ingvertsen introduced two candidates for probationary patrol officer, Timothy Russell and Evan Milone.  A brief biography was presented for each candidate.  After answering questions from the Commission, Timothy Russell and Evan Milone who are both currently certified officers in Bristol and Middletown respectively, indicated that they are very pleased to be coming to Simsbury and look forward to serving the Town and its residents.

Chairman Long made a motion, seconded by Commissioner Fleming.  Chairman Long, Commissioner Fleming and Commissioner Tedone voted in favor of the motion. Commissioner Cosgrove abstained.  The motion passed to approve the appointment of Timothy Russell and Evan Milone as probationary patrol officers.  The Commission congratulated both candidates.

Commissioner Fleming made a motion, seconded by Commissioner Tedone and passed unanimously to approve the 2016 Police Commission meeting schedule as discussed.

9.         AJOURNMENT

Commissioner Fleming made motion to adjourn at 7:55 P.M. Commissioner Cosgrove seconded the motion.  All were in favor and the motion passed.
