POLICE COMMISSION 
REGULAR MEETING
AUGUST 12, 2013

1. CALL TO ORDER

The Regular Meeting of the Police Commission was called to order at 6:57 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Chairman Brendan Walsh, Commissioner Harvey Goodfriend, Commissioner Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Chief Peter Ingvertsen and Captain Nicholas Boulter.

3. CORRESPONDENCE

Commissioner Goodfriend read the Summary of Letters received since the last Regular Meeting of the Commission on June 10, 2013. (Addendum 1)

4. APPROVAL OF MINUTES

Commissioner Eisenmann made a motion, seconded by Commissioner Goodfriend and passed unanimously to approve the minutes of the June 10, 2013 Regular Meeting.  (Addendum 2)

5. PUBLIC AUDIENCE

none

6. OLD BUSINESS

The Chief reported that since the last meeting he had contacted the Town’s Attorney, Robert Decrescenzo and invited him to attend today’s meeting.  The Chief wanted Atty. Decrescenzo  to discuss the Town’s ability to recover overtime costs that result when Department personnel are injured by another party while on the job.  Unfortunately Attorney Decrescenzo could not attend today, but agreed to attend a future meeting.

The Chief reported the following:

The second phase of the promotional process for the position of Sergeant will be held on August 13th at 100 Grist Mill Lane and seven officers will be participating.

The Oral Board to select the second School Resource Officer (SRO) has been completed and the selected SRO will be in the schools in September.

The background investigation on the new patrol officer candidate is nearly complete and the candidate should be presented to the Commission at the next meeting in September.

The Senior Picnic will be held on September 4th at the Simsbury Farms Rink.

The SWAT Challenge will take place at the CSP Range on Nod Road, Tuesday,
August 20th through Thursday the 23rd.

The Public Safety Dispatcher contract negotiations went very smoothly and agreement has been reached on a five year contract.  The pension for the IBPO is still in negotiation.

There have been a number of recent burglaries in Town and a suspect has been apprehended.  A second suspect is being investigated.

Commissioner Long commented that it appeared that traffic enforcement was declining.  Captain Boulter responded that he was already looking into it, but that part of the decline could be attributed to the absence of officers that are usually active in enforcement. The absences are due to a recent resignation in January, illness and injuries.

Commissioner Long made motion to adjourn at 7:20 P.M. Commissioner Eisenmann seconded the motion.  All were in favor and the motion passed.
