POLICE COMMISSION 
REGULAR MEETING
SEPTEMBER 9, 2013
1. CALL TO ORDER

The Regular Meeting of the Police Commission was called to order at 7:01 P.M. in the Police Department Training Room of the Simsbury Town Offices.  Present were Commissioner Harvey Goodfriend, Commissioner Michael Long, Commissioner Carl Eisenmann, Commissioner Edward Cosgrove, Chief Peter Ingvertsen and Captain Nicholas Boulter.  The Commission’s Clerk, Harvey Goodfriend assumed the duties of Chairman in Chairman Walsh’s absence.

3. OLD BUSINESS

Robert Decrescenzo, the Town Attorney made a presentation to the Commission which provided an explanation of how damage(s) recovery has been handled by CIRMA, the Town’s worker’s compensation carrier.  Attorney Decrescenzo explained how past claims where handled and how he feels any future claims should be handled.  This explanation led to the following motions:

Commissioner Long made motion to authorize the Chief of Police to request that the Town Attorney represent the Town in the damage recovery claim related to the injuries sustained by three Police Department employees in a March 2012 MVA, where another party was at fault.  Commissioner Eisenmann seconded the motion.  All were in favor and the motion passed.

Commissioner Goodfriend made motion to authorize the Chief of Police to request that the Town Attorney investigate future claims of this type where the Town sustained damages due to the fault of another party.  Commissioner Long seconded the motion.  All were in favor and the motion passed.


4. CORRESPONDENCE

Commissioner Cosgrove read the Summary of Letters received since the last Regular Meeting of the Commission on August 12, 2013. (Addendum 1)

5. APPROVAL OF MINUTES

Commissioner Eisenmann made a motion, seconded by Commissioner Cosgrove and passed unanimously to approve the minutes of the August 12, 2013 Regular Meeting.  (Addendum 2)

7. ITEMS FOR DISCUSSION AND POSSIBLE ACTION

Chief Ingvertsen introduced candidate for probationary patrol officer, Laurel Mandel and presented a brief biography of the candidate.  After answering questions from the Commission, Mandel said she is very pleased to be joining the Simsbury Police Department and looks forward to serving the Town.

Commissioner Cosgrove made a motion, seconded by Commissioner Long and passed unanimously to approve the appointment of Laurel Mandel as a probationary patrol officer.

Chief Ingvertsen sought authorization from the Commission to appoint Jameson Ball, who is currently a certified officer in a neighboring town and who currently serves the Town as an Emergency Dispatcher.  Jameson would be hired upon his successful completion of a background check, polygraph, psychological exam and physical.

Commissioner Long made a motion, seconded by Commissioner Goodfriend and passed unanimously to approve the appointment of Jameson Ball as a probationary patrol officer once all of the above stated requirements have been met.

Commissioner Long requested that the following changes be made to the meeting schedule due to a scheduling conflict:

a.  The October 16, 2013 Regular Meeting of Police Commission will be    cancelled and a Special Meeting will be held on October 15, 2013 at 7:00 PM.

b. The November 13, 2013 Regular Meeting of Police Commission will be cancelled and a Special Meeting will be held on November 12, 2013 at 7:00 PM.

Commissioner Goodfriend made a motion, seconded by Commissioner Long and passed unanimously to approve the above October and November 2013 meeting schedule changes.

b. Chief’s Report

The Chief reported the following:

The Senior Picnic was held on September 4th at the Simsbury Farms Rink and was once again a tremendous success.


c. Consolidated Monthly Report for July 2013
(Addendum 3)

Commissioner Cosgrove asked why the overtime hours were up compared to the same period last year.  The Chief responded that the overtime increase was primarily caused by officer absence due to illnesses and injuries, vacancies and vacation use. 

9. NEW BUSINESS

The Chief reported that all three officers who were injured in the March 2012 MVA have now been released to full duty.  The third officer who was released most recently is transitioning back to patrol by completing mandatory training and increasing his physical stamina.

10. AJOURNMENT

Commissioner Long made motion to adjourn at 7:48 P.M. Commissioner Eisenmann seconded the motion.  All were in favor and the motion passed.
