WATER POLLUTION CONTROL AUTHORITY
SPECIAL MEETING
JULY 25, 2013 
1. CALL TO ORDER

Chairman Richardson called the regular meeting of the Water Pollution Control Authority to order at 7:30 p.m. in the Simsbury Water Pollution Control Facility Conference Room, 36 Drake Hill Road, Simsbury. The following members were present: Michael Park, Loren Shoemaker, Jay Sheehan and Paul Gilmore.  Also present were James Clifton, WPC Superintendent; Richard Sawitzke, Town Engineer; Nancy Haase, BOS Liaison; Attorney Robert DeCrescenzo, Town Attorney; Alison Sturgeon, Clerk; as well as other interested parties.

2. SAFETY BRIEF – Chairman Richardson gave a safety brief regarding summertime hazards.  

3. EXECUTIVE SESSION:  PENDING LITIGATION - SIMSBURY WPCA v. MCCUE

At the request of the Simsbury Water Pollution Control Authority, Ms. Haase, Board of Selectmen Liaison, will be attending the Executive Session.

Mr. Gilmore made a motion to go into Executive Session at 7:33 p.m.  Mr. Shoemaker seconded the motion, which was unanimously approved.

During the Executive Session and upon hearing the advice from the Town Attorney, the Authority did give the Town Attorney instruction on how they would like to proceed.

4. STATUS REPORT ON SEWER EXTENSION PROJECTS, ETC. – R. SAWITZKE

There was no report.

5. TREATMENT FACILITY REPORT – J. CLIFTON

Mr. Clifton stated that all permit requirements for the months of May and June were met.  He stated that Erik Matthews has been hired and will be starting work next week. 

Regarding the Aerator 2B Drive, he stated that OVIVO was consulted to obtain the part required, which cost $2,687.05. 

Regarding the influent pump seal issues, Mr. Clifton stated that the strategy of alternating the pumps after a period of time to allow for cooling has been working. 

6. CORRESPONDENCE

Mr. Richardson stated that the Water Pollution Control will be reimbursed $2,522.52 by FEMA for the 2013 Blizzard Nemo.

 


The WPCA received a letter from Ms. Hargrave, dated May 23, 2013 concerning the public hearing held in May to consider a sewer extension for Long View Drive.  Mr. Sheehan stated that she presented several interesting points.  The Authority had a short discussion regarding the interest card that is sent to homeowners to see if there is interest in changing the language on the card regarding the expression of interest regarding sewer extensions.  No action was taken. 

Regarding Mr. Clifton’s memo dated July 18, 2013 regarding sewer service to the Public Works Complex, Mr. Richardson questioned if a public hearing would be necessary.  Because of the fact that other homeowners could tie into the force main, a public meeting may need to be held.  Mr. Richardson asked that clarification be gotten from Mr. Sawitzke, Town Engineer. 

7. MAY 9, 2013 MEETING MINUTES – POSSIBLE APPROVAL

Mr. Sheehan made a motion to approve the May 9, 2013 minutes as written.  Mr. Shoemaker seconded the motion, which was unanimously approved.

8. WPCA SUMMER RECESS / AUTHORITY TO CHAIRMAN AND VICE CHAIRMAN DURING RECESS – POSSIBLE ACTION

Mr. Shoemaker made a motion that the Chairman and Vice-Chairman be empowered to act on behalf of the Authority on all routine issues brought before them over the summer recess.  Mr. Gilmore seconded the motion, which was unanimously approved. 

9. ADJOURN

Dr. Park made a motion to adjourn the meeting at 8:15 p.m.  Mr. Shoemaker seconded the motion, which was unanimously approved.
