ZONING COMMISSION – Sub-Committee - Zoning Regulations Amendments

SIMSBURY TOWN OFFICES – 6:00 P.M. Main Meeting Room

I.             CALL TO ORDER – The meeting was called to order at 6:00 pm.

II.            ROLL CALL

Present:               Sub-Committee Members:  Donna Beinstein, Michael Doyle, Bruce Elliott

Also present:  Thomas Frank (Alternate member of Zoning Commission)

Staff Present:  James D. Rabbitt, Director of Planning and Community Development.

III.           NEW BUSINESS

1.            Discussion Zoning Regulations – potential amendment(s) Staff reviewed the purpose of the workshop, to review the February 5, 2018 memo from David Ryan, Chairman of Simsbury’s Zoning Commission, regarding potential revisions/adjustments to the Town’s Zoning Regulations. 

1.0          The Committee reviewed and discussed Article Ten, Section H of the Zoning Regulations regarding event planning.  There was consensus among the three members to explore whether or not the process can be simplified.

2.0          The Committee reviewed and discussed the Town’s Workforce Housing Zone Regulations.  Discussion revolved around limiting the areas of town that this regulation could be applied too. Staff was tasked with coming back to the sub-committee with a map of prospective areas that would be most appropriate for this type of development, based on the discussion. 

3.0          The Committee reviewed and discussed Article Ten, Section L, associated with Planned Area Developments.  The members discussed the regulations and the resulting development to date and further discussed if they feel that they have achieved the desired results from implementation of the regulation.   The group wanted to continue the discussion on the matter at their next meeting.

4.0          The Committee reviewed and discussed Article Ten, Section C, Signs on Town Property.  After a brief discussion, the members decided to table any further discussion of the matter.

5.0          The Committee reviewed and discussed Article Seven, Section C - Accessory Apartments.  The members discussed size, location, and utilities, as well as the actual intended purpose of the accessory unit, as it relates to the existing regulations.  There was consensus among the three members to explore whether or not the process can be tightened up and more clarity brought to the function of an accessory apartment.

The sub-committee adjourned at 7:23 P.M.
